This chapter traces the origins and the entry of the Middle East states into the international system after the First World War. It draws on the ideas of the ‘English School’ for whom international relations is understood in terms of an ‘international society’ in which shared norms, values, and practices develop that states find in it their interests to nurture and preserve. The chapter also explores the emergence of the Middle East, which saw states entering and participating in society, though on very unequal terms. The chapter analyzes visible elements of resistance and revolt, wherein the state system and the regimes it sponsored failed to meet the needs of different peoples and became synonymous with oppression and inequality. It covers the experience of Ottoman reforms that left an important legacy of statecraft in the Arab world, but the Arab people had little prior experience of diplomacy.

This chapter discusses ‘global governance’, the term now used widely to analyse the international system. Global governance consists of collective efforts to identify, understand, and address worldwide problems and processes that go beyond the capacities of individual states. The question of how to improve global economic governance can be understood by addressing the main ‘gaps’ in the international system: knowledge, norms, policies, institutions, leadership, and compliance. The chapter then presents three illustrations of current issues in global governance—and the gaps therein—to help in understanding international responses (both weak and strong) to communicable diseases, economic instability, and child welfare. Ultimately, addressing global governance problems requires more robust intergovernmental organizations (IGOs) and international non-governmental organizations (NGOs).

W. Bush. At first, it seemed that the accords, in reconciling the two major parties to the conflict — the Israelis and the Palestinians — were a demonstration of an emerging and more liberal international system. Yet the fragility of this system, in the Middle East as elsewhere, was soon exposed.

The modern states of the Arab Middle East emerged from the collapse of the Ottoman Empire and the post-First World War settlement. The fall of the Ottoman Empire left the Turks and Arabs ready for statehood, although unprepared for dealing with the international system. Indeed, the Palestine crisis brought to light Arab weaknesses in the international arena and in regional affairs that were a legacy of the way in which the colonial powers shaped the emergence of the modern Middle East. Ultimately, the emergence of the state system in the Middle East is a history both of the creation of stable states and of destabilizing conflicts.

2. International law and international relations theory
This chapter discusses international law (IL) and international relations (IR) theory. It studies legal theory in order to better understand what law is, and how IL compares with domestic law. The chapter then introduces the major schools of IR theory, with a focus on how they conceptualize IL and its role in enabling and constraining the conduct of international politics. The disciplinary estrangement between IR and IL began to ease at the end of the 1980s. By that time there were already important strands within IR, including the English School, that were seeking to explain the prevalence of cooperation in an anarchical international system. New generations of IR scholars began theorizing the role of IL in structuring international politics, particularly from the perspectives of liberalism and constructivism, as well as from a range of critical approaches.

Foreign policy analysis (FPA) is concerned with the study of the management of external relations and activities of nation-states, as distinguished from their domestic policies. It then evaluates the arguments of major theories by using a ‘level-of-analysis’ approach that addresses the international system level, the nation-state level, and the level of the individual decision maker. This chapter examines the impact of social constructivism on Security Studies, and how it calls into question the assumed orthodoxy of rationalist approaches to security and the international system by asking how security and security threats are ‘socially constructed’. It focuses on the importance of social relations and why identity, norms, and culture matter. Whereas rationalist approaches focus on material forces to understand and theorize security, social constructivism argues that ideational as well as material factors construct the world around us and the meanings we give to it. Therefore, its significance for Security Studies is crucial in terms not only of conceptualizing security but of providing alternative readings of security. However, constructivism is not a uniform approach. As this chapter demonstrates, it is broadly divided into two camps, which differ on questions of methodology and particular aspects of how knowledge and identity are interrogated. Throughout this chapter case studies of constructivist approaches to security questions will be discussed, and the chapter concludes with a consideration of critiques of constructivism.

4. From the end of the cold war to a new world dis-order?

This chapter provides a broad overview of the international system between the end of the cold war— when many claimed that liberalism and the West had triumphed— through to the second decade of the twenty-first century, when the West itself and the liberal economic order it had hitherto promoted appeared to be coming under increased pressure from political forces at home and new challenges abroad. But before we turn to the present, the chapter will look at some of the key developments since 1989—including the Clinton presidency, the George W. Bush administration’s foreign policy following the attacks of 9/11, the 2008 financial crash, the crisis in Europe, the transitions taking place in the global South, the origins of the upheavals now reshaping the Middle East, the political shift from Barack Obama to Donald Trump, the emergence of Asia, and the rise of China. The chapter then concludes by examining two big questions: first, is power now shifting away from the West, and second, to what extent does the current wave of populism in the West threaten globalization and the liberal order?
