This chapter addresses the important relationships that are currently evolving between Russia, China, and the Middle East. Russia and China have emerged as increasingly powerful actors in the Middle East and their presence and influence in the region has grown significantly. While both states have had longstanding historical links with the region, the twenty-first-century panorama is a quite distinctive one, with new economic and geopolitical factors driving a return to Middle East and North Africa (MENA). In addition, significant Muslim populations in both countries add another dynamic to contemporary Russian and Chinese relations with MENA. The chapter then identifies the challenges this presents for the United States and the West, and how the states and peoples of the Middle East are responding to the resurgence of Russian and Chinese power in the region.

This chapter examines U.S. foreign policy in Russia. The end of the Cold War lifted the threat of nuclear annihilation and transformed the international security landscape. The United States interpreted the collapse of the Soviet Union as evidence that it had ‘won’ the Cold War, and that its values and interests would prevail in the future world order. The chapter first provides an overview of the collapse of the Soviet Union in 1991 before discussing U.S.–Russian relations under Bill Clinton and Boris Yeltsin, respectively. This chapter examines the shift in global balance that began in the post-2007 economic crisis. For a considerable time before the 2008 crisis, the United States and most European states had been living on high levels of debt both national and individual, public and private. Manufacturing in the developed West, and its provision of secure jobs for many workers, was undermined by the new economic environment of globalization, as well as the growth of cheaper manufacturing in China and the other BRIC countries. A new epoch of financial capitalism, which had emerged since the 1980s, was in full swing by the start of the Noughties. The chapter first considers the post-2007 economic crisis, before discussing the continuing rise of China and Russian foreign policy under Vladimir Putin. It concludes with an assessment of international reactions to China’s rise, including those of East Asia, international organizations, and Taiwan.

This chapter discusses the changing patterns of democratic backsliding and breakdown. Since the end of the Cold War, coups no longer present the greatest threat to democracy. Instead, there has been a rise in what can be referred to as ‘authoritarianizations’, or the slow dismantling of democratic norms and practices by democratically-elected leaders. The chapter particularly focuses on identifying and describing the steps that contemporary populist parties and leaders are using to dismantle democracy. This chapter examines the claim that realism offers the most powerful explanation for the state of war that is the regular condition of life in the international system. It first provides an overview of the theory of realism before discussing whether there is one realism or a variety of realisms. It argues that despite some important differences, all realist theories share a set of core assumptions and ideas. It goes on to consider these common elements, namely self-help, statism, and survival. The chapter concludes with an analysis of the extent to which realism is relevant for understanding the globalization of world politics. To illustrate the main ideas tackled in this chapter, two case studies are presented. The first looking at Kautilya%#x0027;s realistic thought. Kautilya was a key adviser to Indian king Chandragupta Maurya (c.317–293). The second case study considers the impact of Russia's annexation of the Crimea.

This final chapter addresses a really big question: are international relations heading towards order or chaos? To answer this question, it interrogates the different IR theories presented in previous chapters. An initial section provides a conceptual map, based on a review of different understandings of the concept of world order. The chapter proceeds by discussing the effect of the rise of authoritarian power such as China, new challenges in established democracies, fragile states in the Global South, and the governance provided by international institutions. The chapter ends by arguing that the glass is at the same time half-full and half-empty: the world faces new and formidable challenges and we are very far from meeting current aspirations for world order; at the same time, global relations are much more ordered than they used to be just a few generations ago—and things are far better than many pessimists claim.

It also discusses the importance of the strategic context in shaping the use of coercive diplomacy by presenting two case studies, one relating to Iran’s nuclear ambitions, and the other relating to Russia’s military involvement in Ukraine.
