This edition examines the changing nature of politics in the developing world in the twenty-first century, with emphasis on the complex and changing nexus between state and society. Dynamics of Regime Change

This chapter examines the dynamics of regime change in Indonesia since 1998, with a particular focus on political mobilization against the backdrop of institutional reform. In the decade since the collapse of the ‘New Order’ — that is, the authoritarian military-based regime that governed Indonesia from 1966 to 1998 — Indonesia has become one of the few success stories in the post-1970s wave of democratization in the Global South. In addition to being considered the most stable and the freest democracy in South East Asia, Indonesia remains the region’s largest and fastest growing economy. The chapter first provides an overview of the legacies of authoritarianism in Indonesia before discussing the government’s radical reform agenda of democratization and decentralization after 1998. It then looks at political mobilization and participation that accompanied regime change in Indonesia and concludes with an assessment of the role of civil society in political mobilization.

This chapter describes how the institutional design of new democracies affect their political evolution. By institutions, it refers to formal political institutions, including political parties, electoral systems, and state design (namely federal versus unitary states). In addition to the decision to create a federal versus a unitary state, some scholars and policymakers have advocated for a consociational approach to democracy in countries that feature significant ethnic, religious or other cleavages. Consociational democracy is essentially a democracy that allows for significant power sharing—or the ability to access positions of power—among the country's various factions. Ultimately, institutions can play a particularly critical role in the consolidation and sustainment of democracy because they structure and constrain political behaviour. The chapter then considers the relationship between institutions and democratization.

This chapter examines the most visible and politically important act of conventional citizen participation: turning out to vote in a national election. Patterns of political participation are influenced by a variety of institutional factors, such as the type of electoral system and the number of political parties in a country, along with individual socioeconomic factors such as a person’s educational attainments or income. A particular problem in many previously authoritarian societies is the absence of a diverse civil society, so that the social trust upon which a healthy democracy depends is often absent. The chapter first considers various dimensions of political participation before discussing voter turnout in democratic countries. It then analyses the effects of institutional arrangements such as election rules, the type of electoral system, and the party system on political participation. Finally, it describes some of the factors that determine whether or not citizens participate in politics.

22. Iraq
A Failing State?

This chapter examines whether Iraq is a failed state and how it drew such characterization. It focuses on the period since the U.S.-led invasion of Iraq in 2003 that toppled Saddam Hussein. The chapter considers three areas: the reconstruction of Iraq’s political institutions; post-invasion violence and security; and human and economic development. It shows how the failure to reconstruct political institutions capable of reconciling Iraq’s different political groupings has weakened central government, exacerbated corruption within state institutions, and contributed to ethnic/sectarian violence, thereby creating a favourable environment for the emergence of the Islamic State. The chapter argues that the Iraqi state is failing to provide necessary services and infrastructure for economic and human development and even basic security for much of the population.

This chapter examines the role of institutions and how institutionalism is applied in the analysis of politics in the developing world. It begins with a discussion of three main strands of institutionalism: sociological institutionalism, rational choice institutionalism, and historical institutionalism. It then considers political institutions in developing countries as well as the interrelationship between formal and informal institutions. Three cases are presented: the case from sub-Saharan Africa illustrates the salience of neo-patrimonial politics and competing informal and formal institutions, the second case relates to campaign clientelism in Peru and the third is concerned with electoral quotas in India. The chapter concludes by addressing the question of the extent to which the new institutionalism is an appropriate tool of analysis for developing countries.

This chapter examines the domestic sources of foreign economic policies. Different people in every society typically have different views about what their government should do when it comes to setting the policies that regulate international trade, immigration, investment, and exchange rates. These competing demands must be reconciled in some way by the political institutions that govern policy making. To really understand the domestic origins of foreign economic policies, we need to perform two critical tasks: identify or map the policy preferences of different groups in the domestic economy; and specify how political institutions determine the way these preferences are aggregated or converted into actual government decisions. The first task requires some economic analysis, while the second requires some political analysis. These two analytical steps put together like this, combining both economic and political analysis in tandem, are generally referred to as the political economy approach to the study of policy outcomes. The chapter then considers the impact of domestic politics on bargaining over economic issues between governments at the international level.

This chapter discusses the problems of collaboration and coordination in the global political economy. It first identifies situations that might require states to work with each other to achieve a desired outcome. It then turns to a focus on basic game theory as an analytical tool to tackle the nature of collaboration and coordination efforts. International cooperation can help to address three typical problems associated with the process of global economic integration: a temptation to free ride, an inhibiting fear, and a need to find meeting points in situations where collaboration will produce differing costs and benefits to governments. Different types of problems associated with the process of global integration call for different solutions to address these three typical problems, ranging from the provision of binding rules to facilitating mechanisms. A country's need for international cooperation depends on its sociopolitical structure as well as on the structure and flexibility of its economy. Finally, the chapter considers how institutions might play a role in enhancing the prospects for cooperative behaviour.

This chapter examines the importance of comparative politics for understanding human rights practices. Comparative politics has advanced our knowledge of why states sometimes violate internationally recognized human rights. Both domestic incentives and exclusionary ideologies increase the likelihood of rights violations. On the other hand, comparative politics has attempted to explain human rights protection, showing how domestic structures (both societal groups and state institutions) can influence reform efforts. This chapter first consider alternative logics of comparison, including the merits of comparing a small versus a large number of cases and human rights within or across regions. It then explores the leading domestic-level explanations for why human rights violations occur. It also describes the use of domestic–international linkages to explain otherwise perplexing human rights outcomes. Finally, it analyses the ways in which, in the context of globalization, comparative politics shapes human rights practices.

This chapter addresses the intersection of international law and international politics as it relates to global trade. To study global economic governance is to study international law, international relations, and international political economy (IPE) all at once. The chapter begins with a brief introduction to IPE, a discipline which seeks to understand the workings of the global economy in its political context. It examines the relationship between economic globalization and state sovereignty, before turning to the construction of the postwar global economic order, with a focus on the Bretton Woods institutions. The postwar global economic order has often been described as ‘liberal’ by virtue of its underlying assumptions and the ideological convictions of its framers. Importantly, the postwar liberal order was built by, and for, the developed countries of the Global North-a fact that has informed critiques emanating from the developing countries of the Global South. The chapter then assesses global trade governance, analysing the structure, powers, and role of the World Trade Organization.

This chapter examines the liberal tradition in international relations (IR). It first considers the basic liberal assumptions, including a positive view of human nature and the belief that IR can be cooperative rather than conflictual. In their conceptions of international cooperation, liberal theorists emphasize different features of world politics. The chapter explores the ideas associated with four strands of liberal thought, namely: sociological liberalism, interdependence liberalism, institutional liberalism, and republican liberalism. It also discusses the debate between proponents of liberalism and neorealism, and it identifies a general distinction between weak liberal theories that are close to neorealism and strong liberal theories that challenge neorealism. Finally, it reviews the liberal view of world order and the notion that there is a ‘dark’ side of democracy.

This chapter addresses the nature of international organizations and how they are generally theorized as participants in global politics and then reviews the rise of international organizations from a historical perspective, with particular reference to developments from the nineteenth century onwards. It also discusses the major intergovernmental institutions that emerged in the twentieth century and which have played such an important role in shaping global order. The chapter briefly looks at the League of Nations but most attention is given to its successor, the United Nations (UN), and its various appendages. It then examines the world of non-governmental organizations (NGOs). Some of these NGOs possess significant status in the global sphere, others have little relevance, and still others pose dangers. Finally, the chapter considers social movements and their relationship to the contemporary world of international organizations along with the idea of global civil society. In reviewing these institutions, actors, and ideas, we should keep in mind that liberal international theory, especially in the form of liberal institutionalism, as well as proponents of international society, regard robust international organizations as essential building blocks of global order.

This chapter considers how China’s grand strategy has evolved over time from strategies of survival under Mao Zedong and Deng Xiaoping to regaining its standing as a major power under Jiang Zemin, Hu Jintao, and now Xi Jinping. It looks at the way Xi’s China has been particularly proactive about building Chinese economic, military, and political power and the way he has leveraged this power to make China a global power and a dominant power in Asia. In addition to external threats and opportunities, it considers how domestic factors have also shaped the contours of Chinese grand strategy. The chapter then analyses how debates about Chinese intentions, in particular towards international institutions and military expansion, colour perspectives on the potential impact of Chinese grand strategy. The main focus is on the evolution of Chinese grand strategy, its drivers, and its implications.

This chapter provides an overview of the current state of the world economy. The contemporary international economic system is more closely integrated than in any previous era. The global financial crisis and its aftermath provide a clear illustration of the relationship between trade, finance, international institutions, and the difficulties that governments face in coping with the problems generated by complex interdependence. The chapter then traces how the world economy evolved to reach its present state. Before 1945, the spectacular increase in economic integration that had occurred over the previous century was not accompanied by institutionalized governmental collaboration on economic matters. The end of the Second World War marked a significant disjunction: global economic institutions were created, the transnational corporation emerged as a major actor in international economic relations, and patterns of international trade began to change markedly from the traditional North–South exchange of manufactures for raw materials. Since the emergence of global political economy (GPE) as a major subfield of the study of international relations in the early 1970s, GPE scholars have generated an enormous literature that has employed a wide variety of theories and methods. Most introductions to the study of GPE have divided the theoretical approaches to the subject into three categories: liberalism, nationalism, and Marxism.
