For more than two centuries, liberal countries have tended to maintain peaceful relations with each other. Liberal democracies are each other’s natural allies. They tend to respect and accommodate other democratic countries and negotiate rather than escalate their inter-liberal disputes. This provides a positive incentive to try to preserve and expand the liberal zone of peace. And that is the fundamental postulate of liberal foreign policy. But liberalism has also proved to be a dangerous guide to foreign policy, often exacerbating tensions with non-liberal states. Expanding liberalism can sometimes provoke danger and war. This chapter thus addresses a large and perplexing foreign policy question central to all democracies: Can the liberal peace be effectively preserved and expanded without provoking unnecessary danger and inflicting unnecessary harm? The chapter also addresses how scholars have analysed liberalism’s effects, distinguishing three key interpretations of liberal foreign policy: individualist, commercial, and republican.

This introductory chapter provides an overview of the threats to democracy. Although the number of democracies in the world remains at or near historic highs, there are a number of important trends accelerating beneath the surface that threaten to reverse democracy's progress. In particular, democracies are facing mounting challenges from within; autocracies are evolving and adapting their survival strategies in ways that make them a more formidable challenge to democracy; and international developments are creating conditions conducive to the spread of autocracy. Although these developments make it easy to grow pessimistic about democracy's future, it is important not to lose sight of the fact that democratic decline is not inevitable. Authoritarian regimes are evolving and adapting, but it is unlikely in the long term that these political systems will have the flexibility to change to the extent that today's challenges will require.

6. The Global Wave of Democratization

This chapter focuses on the great wave of democracy that had touched every continent. In the early 1970s, Western Europe was home to several non-democratic countries, most of Latin America was under military or other forms of authoritarian rule, the eastern half of Europe was ruled by communist parties, much of Asia was undemocratic, and in Africa colonial rule was largely being succeeded by authoritarian regimes. By the early twenty-first century, things had changed considerably, albeit to different degrees in different places. The chapter looks at regions of the world that underwent significant change in democracy between 1972 and 2004, including Mediterranean Europe, Latin America, Soviet/Communist Bloc, Asia, and Africa. It considers what was distinctive about each region’s democratization and what they had in common. It concludes with an overview of challenges faced by democracy in the early twenty-first century.

This chapter focuses on the history of democratization since the late eighteenth century. It introduces the concepts of ‘waves’ (trends) and ‘conjunctures’ (briefer turmoils) and delineates the major developments in this respect. In this way, the major long-term and short-term factors leading to the emergence and breakdowns of democracies are also highlighted. The first long wave occurred during the period 1776–1914, followed by the first positive conjuncture in 1918–19, the second long wave (with some intermittent turbulences) in 1945–88, and the latest conjuncture in 1989–90. Since then, South Korea has emerged as one of the success stories of economic development, with the state itself playing a major role. It then explores South Korea’s development policies and its transition to democracy, noting the persistence of corruption in the country despite democratic consolidation. Regime Change and Military Power

This chapter examines Pakistan’s history of regime change and the military’s persistent influence on the country’s political process. Since its creation in 1947, Pakistan has struggled to develop a system of sustainable democratic government. It has experienced a succession of regime changes, alternating between qualified or electoral democracy and either military or quasi-military rule. Underlying apparent instability and regime change in Pakistan is the dominance of the military in domestic politics. Ironically, the reintroduction of military rule has often been welcomed in Pakistan as a relief from the factional disputes among the civilian political leaders and accompanying high levels of corruption. The chapter first traces the history of Pakistan from independence to its breakup in 1971 before discussing government instability from 1971 to 1999. It then describes General Pervez Musharraf ’s rule from 1999 to 2008 and concludes with an assessment of the armed forces’ continuing involvement in Pakistani politics.

2. Defining Democracy
This chapter discusses the definitions of democracy, which have evolved over time. Although the concept of democracy appears straightforward, this is not necessarily the case. The first approach to defining democracy was the minimalist approach, or those definitions of democracy that focus primarily on the competitiveness of elections. The second approach was the maximalist approach, which holds that democracy must be viewed as more than the presence of regularly held, competitive elections. In addition to repeated, competitive elections, supporters of a maximalist approach include a variety of other attributes in their definitions of democracy. Some of the criteria are procedural (the rule of law, participation, and accountability), while others are substantive (equality and political and civil liberties). Ultimately, clear and consistent frameworks for democracy can provide objective warning signs and early indicators of democratic backsliding. The chapter then explores the four prominent models of democracy: protective, pluralist, participatory, and deliberative.

4. Dysfunctional Democracies and Hybrid Systems
This chapter evaluates those ambiguous systems that mix democratic characteristics with authoritarian tendencies. Since the end of the Cold War, there has been a substantial rise in the number of these hybrid regimes. In fact, hybrid regimes have proliferated to such an extent that scholars contend they are now ‘the modal type of political regime in the developing world’. The chapter then maps the terrain between democracy and dictatorship. The goal is to highlight the wide variety of political systems today and underscore the rather astonishing frequency with which contemporary authoritarian regimes possess seemingly democratic features. The chapter identifies the different types of hybrid systems that occupy this middle ground—focusing on electoral democracy, competitive authoritarianism, and hegemonic authoritarianism—and defines their key characteristics. It also examines why hybrid systems have become more common in the post-Cold War era.

6. The Puzzle of Political Reform in the Middle East

This chapter assesses the critical issue of political reform in the Middle East. The Arab world has been slow to respond to the global processes of democratization. The chapter then highlights the political economy of states, the persistence of conflict, regime type, and the ambiguity over the relationship between democracy and Islam. This relationship is not necessarily a contradictory one. Islamic discourse is marked by participation and diversity rather than by rigidity and intolerance. Further, as the Arab Spring has illustrated, civil society is vibrant and growing in many states across the region. Meanwhile, responses from the West to political reform have been lukewarm, with stability and regional alliances privileged over democracy. The evidence from the region, even before the Arab uprisings, is that peoples want better and more representative government, even if they remain unclear as to what type of government that should be.

This chapter examines the expansion of three central phenomena associated with liberalism and its emphasis on the potentially peace-promoting effects of domestic and transnational institutions: the spread of democracy throughout most of the world; globalization; and the proliferation of intergovernmental organizations, especially those composed primarily of democratic governments. Each of these assumptions supports and extends the other in a powerful feedback system envisioned by Immanuel Kant. The chapter first considers four major changes in the world over the last century and particularly over recent decades before discussing the ‘epidemiology’ of international conflict. It then explores constraints on war from the perspective of realism vs. liberal institutionalism, whether democracies are peaceful in general, and how order is nurtured within anarchy. It also presents a case study of the European Union and concludes with some reflections on power, hegemony, and liberalism.

This chapter explores the international forces that shape democratic development. International dynamics influence the balance of power among domestic actors, which can shape a country's prospects for the onset and deepening of democracy. In fact, a large and growing body of research underscores that factors taking place outside a country's borders have played a significant and under-examined role in regime change and democratic development. These external factors include diffusion, foreign intervention, linkages (like trade and cross-cultural contacts), and foreign aid. One of the key takeaways of is that geopolitics matter. When the international system is led by a single democratic power, the democratic super-power and its partners can use trade, aid, and other linkages to encourage the onset and consolidation of democracy. Once competing authoritarian regimes emerge, however, these dictatorships can use the same tools in ways that dilute democratic leverage.

13. The Rise of Populism and Its Impact on Democracy
This chapter studies the rise of populism and its impact on democracy. Populism is an ideology that separates society into two homogeneous and antagonistic groups: ‘the pure people’ and ‘the corrupt elite’. Moreover, populism makes moral distinction between these groups; it seeks to valorise and legitimize the people while denigrating the elite. The chapter then describes the key attributes of populist leaders and their supporters. Although not inherently anti-democratic, populism does run counter to the liberal democratic ideal that emphasizes the protection of rights. Populists look to place the needs of the majority or native group ahead of individual liberties and needs. Finally, the chapter considers the underlying drivers of the rise of contemporary populism. These drivers fall into three broad categories: economic, including globalization and the economic stasis and inequality that has occurred along with it; the declining importance of political parties; and a cultural backlash against progressive values.

This chapter discusses the changing patterns of democratic backsliding and breakdown. Since the end of the Cold War, coups no longer present the greatest threat to democracy. Instead, there has been a rise in what can be referred to as ‘authoritarianizations’, or the slow dismantling of democratic norms and practices by democratically-elected leaders. The chapter particularly focuses on identifying and describing the steps that contemporary populist parties and leaders are using to dismantle democracy. It then provides an in-depth look at two prominent cases of authoritarianization: Russia and Turkey. Finally, the chapter looks at three key implications of the changing patterns in democratic breakdown. Staying abreast of changes in how democracies fall apart is fundamental to developing strategies to engage and counter autocracy's resurgence.

This concluding chapter outlines a number of factors that will potentially shape the future trajectory of democracy. It is impossible to forecast with any certainty democracy's future trajectory. The state of global democracy will be determined by a number of complex, dynamic, and inter-related factors. Based on current trends and future projections about the state of the global economy, levels of instability and conflict, technological change, and China's development, it appears that the risks of a widespread authoritarian resurgence have grown. Given these prospects, it is important to consider the implications of a rise in the number of autocracies worldwide. How would a widespread authoritarian resurgence affect today's global order? Policymakers, analysts, and academics widely agree that the norms, values, laws, and institutions that have undergirded the international system and governed relationships between nations are being stretched and strained. Widespread democratic decline would also accelerate changes in today's global order.

10. Economic Drivers of Democracy
This chapter addresses the relationship between economic factors and democracy. It begins with a discussion of modernization theory and highlights the disagreement about whether wealth causes democracy or simply makes it more likely to endure. Despite this dispute, most scholars agree that development is good for democracy. The chapter then examines the pathways through which economic development affects democracy, including via education levels, the middle class, organized labour, and values and beliefs. In addition to levels of development, research also shows that changes in economic growth influence democracy. Economic crises can be destabilizing, especially for young democracies. Finally, the chapter considers research on economic inequality and democracy, which is inconclusive in its findings about whether a relationship between the two exists. It also studies how clientelism constitutes significant barriers to democratic consolidation.

This chapter reviews the latest research showing how regime type affects a host of outcomes of interest. It explains why democratic decline matters, examining the effects of democracy on a state's conflict propensity, levels of terrorism, economic growth, human development, corruption, and human rights. The chapter then highlights two key takeaways from the research on the consequences of regime type. First, hybrid regimes, or those countries that sit in the middle of the autocracy–democracy spectrum, perform less well than either their fully democratic or fully authoritarian counterparts in a number of areas. Second, research suggests that democracies outperform dictatorship on almost every indicator examined. Ultimately, the academic record demonstrates that even after one sets democracy's intrinsic value aside, government is better when it is more democratic.
