The chapter critically examines the purpose and limits of democratic innovations, presents debates on how these approaches are being applied and institutionalized around the world, provides examples and case studies of democratic innovations from around the world, and concludes by putting forward provocative questions on what it means for citizens to meaningfully take part in democratic decision-making in contemporary times.

11. Foreign Policymaking in the Middle East: Complex Realism

This chapter studies foreign policymaking by regional states in the Middle East based on a ‘complex realist’ approach. This acknowledges the weight of realist arguments but highlights other factors such as the level of dependency on the United States, processes of democratization, and the role of leadership in informing states' foreign policy choices. To illustrate this approach, the chapter examines decision-making by four leading states — Saudi Arabia, Iran, Turkey, and Egypt — in relation to the key events and crises of the last decade: the 2003 Iraq War; the 2006 Hezbollah War; and the post-2014 War with the so-called Islamic State of Iraq and Syria (IS). The cases indicate that, as realists expect, states' foreign policies chiefly respond to threats and opportunities, as determined by their relative power positions.

14. The Groupthink Model  

This chapter outlines the key concepts of the Groupthink Model, which places decision-making in small groups at the centre of analysis. As an empirical phenomenon, groupthink occurs when the striving for harmony and agreement within a decision-making group makes critical thinking take precedence over the substantive task the group has to work on. The analytical focus of the Groupthink Model primarily depends on foreign policy decision-making in small groups. The chapter presents empirical applications of the Groupthink Model, which are mostly confined to Western countries and the United States. It mentions how the weaknesses of the Groupthink Model open up several avenues for future research.

14. The Committee of Permanent Representatives:  

integrating interests and the logics of action

The Committee of Permanent Representatives (Coreper) originated as a diplomatic forum to meet regularly and prepare meetings of the Council of Ministers. It quickly and quietly evolved into a locus of continuous negotiation and de facto decision-making, gaining a reputation as ‘the place to do the deal’. This reputation is based on insulation from domestic audiences and an unrivalled ability to make deals stick across a range of issue areas and policy subjects. Most importantly, Coreper spotlights the process of integrating interests in a collective decision-making system with its own organizational culture, norms, and style of discourse. In actual operation, the Committee has much to offer institutional theorizing, as multiple ‘logics’ of action are discernible and often complexly entwined.

15. Perspectives  

This chapter considers a number of broad avenues for advancing Foreign Policy Analysis (FPA) theories. FPA theories can be advanced by incorporating insights from ‘non-US’ foreign policy research, which in turn could contribute to a further decentring of the field more generally. The chapter details the points of departure for ‘internal dialogue’ among FPA theories before suggesting that the FPA can benefit from non-US foreign policy research. It then highlights that FPA theories have numerous implications and lessons for real-world decision-making. Essentially, FPA offers a multitude of starting points for future research, such as bridge-building and cross-fertilization within the field and other areas of scientific inquiry.

It then considers the autonomy of government, especially from political parties and the permanent bureaucracy, along with the political capacity of governments, the relevance of unified versus divided government, majority versus minority government, and single-party versus coalition government. The chapter concludes with an assessment of the bureaucratic capacities of government, focusing on issues such as classic bureaucracy, the politicization of bureaucracies, and New Public Management systems.

23. The EU as a New Political System

This chapter examines the development and operation of the European Union from a comparative politics perspective. It first considers the evolution of the EU, from the signing of the Treaty of Paris in 1951 that established the European Coal and Steel Community (ECSC) to the admission of Lithuania in 2015 as the nineteenth member of the Eurozone, and the UK’s decision to leave the EU in 2016. The chapter then explores the process of European integration and goes on to explain what it means to think of the EU as a political system. It also describes the two basic dimensions of the EU system: the vertical dimension (the EU as a ‘regulatory state’) and the horizontal dimension (the design and operation of EU decision-making). The chapter concludes by analysing the ‘missing link’ in the EU system— the lack of genuine democratic politics.

It also shows how these approaches apply to studying policy-making in the EU. Themes addressed in this chapter include policy-making and the policy cycle, the players in the policy process, executive politics, legislative politics, and judicial politics. The chapter argues that theories rooted in comparative politics and international relations can help elucidate the different phases of the EU’s policy process. It concludes by explaining why policy-making varies across issue areas within the EU.

9. Democracy and Legitimacy in the European Union

This chapter discusses the extent to which decision-making in the European Union can be considered democratic and legitimate, clarifying the concepts ‘democracy’ and ‘legitimacy’. The European democratic deficit became an important issue of debate only after the Maastricht Treaty transferred considerable powers to the EU. The main solution has been inspired by the parliamentary model of democracy and involves strengthening the European Parliament (EP), while also paying attention to the role of national parliaments and regional and local authorities. The chapter considers different stages of policy-making and different modes of governance, transparency and the role of civil society, and discusses wider issues associated with the democracy and legitimacy of the Union, such as the impact of the Constitutional Treaty and the Lisbon Treaty. The chapter concludes by warning that three main crises—the economic, migration, and security crises—have revived nationalist and populist movements exacerbating the challenges to the EU’s legitimacy.

13. Longevity of Terrorist Groups

This chapter explores the average longevity, characteristics, and operational environment of terrorist groups. A large number of terrorist groups do not survive their first year, while the average lifespan of terrorist organizations is around 8–9 years. Large groups tend to have a longer lifespan than smaller ones, especially if they form alliances. The chapter also looks into factors motivating groups to continue with violent attacks. Such factors include specific state and group characteristics and intergroup relations. It examines the instrumental model and the organizational model and looks into the rationality behind terrorist decision-making.

3. The European Council:  

the Union’s supreme decision-maker

This chapter discusses the central role of the European Council in European Union (EU) politics and policymaking. Even though it was not listed among the EU’s core institutions until the Treaty of Lisbon, the European Council regularly intervenes in EU decision-making to make other institutional actors follow its guidance. Initially, it was meant to be predominantly an informal institution for direct exchanges between the heads of state or government of the member states. Yet it assumed responsibility for landmark decisions which paved the way for key steps in integration, such as EU enlargements and the euro. The European Council has arguably saved the Union from break-up by acting as its ultimate crisis manager and, at times, has skirted the boundaries of EU law by finding institutional compromises and fixes. The institution plays a guiding role, especially in relation to the Commission and the Council of the European Union, which was formerly known as the Council of Ministers. The European Council devises strategic guidelines for policy development, shapes processes of institutional reform, and breaks impasses when agreement cannot otherwise be found. Since the Treaty of Maastricht, European Council intervention has become a routine in new EU policy areas, such as euro area economic governance and foreign policy. The Treaty of Lisbon assigns the European Council its own full-time president and places the institution right after the European Parliament (EP) in the list of EU institutions. Even though it has shaped European integration since 1975, the European Council did not find much recognition in traditional theories of European integration. This has changed more recently, with renewed debate about intergovernmentalism in EU politics.

The European Parliament (EP) symbolizes many of the struggles that characterize the process of European integration and is at the core of many theoretical and empirical debates about representation, accountability, and legitimacy. This chapter draws on a variety of theoretical approaches to explain the complex role the EP plays in the political system of the European Union (EU). It starts with a brief overview of the history and functions of the assembly, followed by a theoretical explanation of its empowerment over time. Then, it determines the extent to which the EP is capable of influencing policymaking, both in legislative and non-legislative domains, as well as for the appointment of the Commission. It presents the political structure of the assembly and underlines the role of parliamentary groups and committees. It discusses the representativeness of the EP and the democratic quality of its internal functioning. Finally, it addresses current and future challenges for the EP.

11. The institutions of Economic and Monetary Union:  

from the euro crisis to COVID-19

Since 1999, a subset of EU member states—known collectively as the euro area—has delegated exclusive competence for monetary policy to the European Central Bank (ECB), while giving limited powers to the European Commission, ECOFIN, and the Eurogroup in other areas of economic policy. The euro crisis provided the first major test of the Economic and Monetary Union (EMU), as a sovereign debt crisis spread between member states and threatened to tear the single currency apart. The ECB and two new institutions—the European Stability Mechanism and Euro Summit—helped to keep the euro area together but at significant economic and political cost. EU institutions were better prepared for the initial economic consequences of the COVID-19 pandemic, but the crisis still produced important institutional changes. The COVID-19 recovery fund Next Generation EU gives the Commission and Council a major new role in economic policy, albeit a temporary one for now. The EMU illustrates three key dimensions of EU institutional politics: the tension between intergovernmental versus supranational institutions, leaders versus followers, and legitimacy versus contestation. It also reveals the explanatory power of new institutionalism among other theoretical perspectives.

16. Policy-making in the European Union

This chapter provides an overview of how policy is made in the European Union (EU), focusing on the main procedures involved and the varying roles of the EU institutions. It begins by describing the range of powers that have been given to the EU by the member states in different policy areas, and the multiple modes of governance that are involved. The concept of the policy cycle is used as a framework to explain the stages in EU law-making. The ordinary legislative procedure is presented in some detail, and a case study illustrates the whole cycle from problem definition to implementation. The roles of the institutions in other kinds of policy process are then presented. Policy coordination is explained, with particular attention to economic governance and the European Semester. Finally, the chapter looks at external relations and the common foreign and security policy.
