This chapter examines the European Union’s (EU’s) original decision to create a single market and the moves to complete the internal market—what became known as the single market programme—in the 1980s. The economic ideal of a common or single European market lies at the core of the EU. The decision to institute a drive to achieve a single internal market by the end of 1992 played a key role in the revival of European integration. The chapter first traces the development of internal market policy before discussing the record of implementation beyond 1992. It then considers recent policy developments in relation to the single market in the context of the Barroso (2005–14) and Juncker (2014–19) Commission presidencies. It also reviews the academic literature on the single market, focusing on the main explanations for its development and some key ideological or normative perspectives on its consequences, including political economy critiques.

This chapter examines the European Commission’s functions and structure, along with its role in policy making. The Commission initiates legislation, may act as a mediator, manages some policy areas, is guardian of the Treaties, is a key actor in international relations, and the ‘conscience of the European Union’. The chapter proceeds by discussing the debate on the extent to which the Commission is an autonomous political actor or simply an agent of the member states. Finally, it analyses the increasing challenges faced by the Commission in securing effective implementation of EU policies and its response to concerns over its financial management of EU programmes.

21. Agriculture
This chapter examines the European Union’s (EU’s) policy on agriculture. The importance that the EU has given to the agricultural sector can be attributed in large part to food shortages at the end of the Second World War. Governments agreed that it was important to ensure adequate supplies of food at reasonable prices. To achieve this, it was necessary to provide an adequate income to farmers, while taking measures to increase their productivity. The Common Agricultural Policy (CAP) was the first redistributive policy of the European Community, and for many years the only one. The chapter reviews the history of the CAP and explains the main drivers for reform, which include costs, EU enlargement, environmental pressures, and the growing powers of the European Parliament. Another key driver for change has stemmed from external pressure from world trade talks. The chapter concludes by reviewing the prospects for the next iteration of the CAP from 2021–27.

22. Environment and Climate
This chapter examines the evolution of the European Union’s (EU) environmental policy. The environment is a relatively new policy area of the EU. It was not officially created until 1973 and acquired a sound legal basis in the Treaties only with the passage of the Single European Act (SEA) in 1987. When the EU was established, environmental issues were low on the political agenda. However, they have become increasingly important at both national and European levels, and there is now a comprehensive environmental policy at the EU level and the EU has developed a reputation as an environmental leader in international environmental diplomacy, especially on climate change. The chapter first explains the main drivers for the development of the EU’s environmental policy, before discussing recent developments, and some of the major issues of current concern. It concludes by evaluating the theoretical leverage of the key integration theories for explaining and critiquing this policy sector.

3. Neofunctionalism

This chapter focuses on neofunctionalism, one of the earlier theories of regional integration. Neofunctionalist theory was first formulated in the late 1950s and early 1960s, but began to receive increasing criticism from the mid1960s, particularly because of several adverse empirical developments, the culmination of which was the Empty Chair crisis of 1965–66 when French President Charles de Gaulle effectively paralysed the European Community. With the resurgence of the European integration process in the mid1980s, neofunctionalism made a substantial comeback. After providing an overview of neofunctionalism’s intellectual roots, the chapter examines early neofunctionalism’s core assumptions and hypotheses, including its central notion of ‘spillover’. It then considers the criticisms that have been levelled against it before turning to later revisions of the theory. Finally, this chapter applies the theory critically to explain the nature and probable outcome of the sovereign debt crisis.

10. From Amsterdam to Lisbon (2000–09)
This chapter examines the new strategy adopted in March 2000 by a special European Council in Lisbon to make the European Union (EU) more competitive, culminating in the signing of the Treaty of Lisbon. The Amsterdam Treaty had scarcely entered into force before further Treaty reform emerged on the agenda. Throughout the year 2000, a new intergovernmental conference met to address outstanding institutional issues that had not been settled at Amsterdam. It concluded in December 2000 with the longest European Council in history, which led to the Treaty of Nice. The chapter first considers the Nice Treaty, before discussing the Lisbon Strategy, the European Security and Defence Policy, the Constitutional Treaty, the issue of enlargement, the European Parliament (EP), and the nomination of a new European Commission. It ends with a discussion of the Treaty of Lisbon.

14. The European Council and the Council of the European Union (EU)
This chapter focuses on two European Union (EU) institutions that are principally composed of government representatives: the European Council and the Council of the EU. By virtue of their composition of government representatives (government heads, ministers, and civil servants), both the European Council and the Council of the EU remain part of a hierarchy of EU institutions. The chapter first provides an overview of definitions and distinctions, before discussing the intergovernmentalism of the European Council and how the Council of the European Union helped increase the supranationalism of the EU. It also considers the role of the Committee of Permanent Representatives (COREPER) and various preparatory committees.

This chapter focuses on the European Parliament (EP), the one directly elected institution of the European Union. It first provides an overview of the EP’s composition and functions, before discussing the struggle for increased powers within the EP. It then considers debates and research on the EP. The focus of contemporary research on the EP includes political behaviour and EP elections, the internal politics and organization of the EP, and inter-institutional bargaining between the EP, the European Council, and the European Commission. One theme of the academic debate is the extent to which the EP has become an effective independent actor in the affairs of the EU.

11. The EU in Crisis (2009–19)
This chapter examines the crises that dominated the period after the Lisbon Treaty was adopted in 2009: first, the eurozone crisis that began in 2009 and threatened the existence of the single currency; second, the refugee crisis that unfolded from 2015 as large numbers of refugees fled an intensifying war in Syria and attempted perilous crossings of the Mediterranean Sea; third, Britain’s decision to leave the EU, which followed a referendum on membership in 2016; and finally, the challenge of populist politics in the EU, with reference to the emergence of governments led by or including populist parties in Hungary, Poland, and Italy. The chapter then considers other developments during this period, including elections to the European Parliament (EP) in 2014 and 2019, a further enlargement to include Croatia in 2013, and the launch of the ‘Europe 2020’ strategy. It also looks at the United Kingdom’s adoption of a series of measures that raised doubts about its future relationship with the EU.

12. The Institutional Architecture
This chapter examines the pattern of European Union (EU) institutions and the formal rules that govern them. It first considers the Treaties that form the founding ‘constitutional’ documents of the EU, from the Treaty of Paris to the Treaty on Stability, Co-ordination and Governance in the economic and monetary union (EMU), before turning to the main institutions involved in the processes of decision making, namely: the European Commission, the Council of the European Union, and the European Parliament, plus two consultative committees, the Economic and Social Committee and the Committee of the Regions. The chapter proceeds by analysing the Union method of decision making, focusing on the budgetary and legislative procedures, as well as the process on the Common Foreign and Security Policy. It also discusses the implementation of EU decisions once they have been made, and concludes with some reflections on the post-Lisbon institutional architecture of the EU, including differentiated integration.

This chapter focuses on the Court of Justice of the European Union (CJEU), which comprises two courts: the CJEU and the General Court. It first provides an overview of the CJEU’s structure and functions, and then discusses some of its main rulings and their significance. It further considers rulings on the powers of the institutions, some key legal judgments made in response to questions referred to the CJEU by national courts, the impact of CJEU rulings on EU policy, and post-Maastricht trends in the CJEU and EU law. It also assesses the evolving political reactions towards the judgments of the Court, along with the debate over whether the member states have been able to effectively curb the CJEU’s radical jurisprudence.

11. Normative Political Theory and the European Union

This chapter highlights the three main positions that have come to dominate the normative debate on the European Union: cosmopolitanism (premised on a social contract between individuals globally), statism (premised on a social contract between states), and, more recently, demoicracy (premised on a social contract between states and all their individual citizens). The main body of the chapter attempts to understand each of these normative perspectives, both as freestanding political theories and as they have been applied to the EU. Proponents of each view maintain that the EU embodies some of the principles that comprise their respective theories, but fall short in other regards. Using each of these three theories to evaluate the European response to the refugee crisis, which peaked in 2015, the authors of this chapter attempt to further illustrate the similarities and differences between them. Final reflections concern directions for future research on political theory and the EU.

18. Policy Making and Policies in the European Union
This chapter examines policies and the patterns of policy making in the European Union (EU). First it surveys the range of EU policy responsibilities, and identifies ways in which policy dynamics differ between them, the most striking difference in policy making relating to the Common Foreign and Security Policy (CFSP) and its defence affiliate, the Common Security and Defence Policy (CSDP). It then explores the different stages in the EU policy cycle: the passage of policy issues from agenda-setting stage through policy formulation and decision making to the implementation stage and feedback loops. In a final section, it identifies some important policy areas that are worth being aware of but where space precludes chapter-length treatment.

4. Critical Perspectives
This chapter examines the range of critical perspectives now applied to the European Union, including social constructivism, critical political economy, critical social theory, critical feminism, and post-structuralism. These critical—often termed ‘post-positivist’—approaches emphasize the constructed and changeable nature of the social and political world. Many such approaches reject the notion that social reality can be objectively observed and argue that various agents, including policy actors and scholars themselves, are involved in its construction. They highlight the less obvious manifestations of power that pervade the interrelated worlds of political action and political theorizing. It is important to consider why these more critical perspectives have been absent for so long within mainstream studies of the EU.

1. Theories of European Integration
This chapter examines a number of theories of European integration. It first considers the intellectual predecessors of the first attempts to theorize European integration, focusing in particular on the functionalism of David Mitrany, the federalism of Altiero Spinelli, and the ‘federal-functionalism’ of Jean Monnet. It discusses neofunctionalism and intergovernmentalism, along with liberal intergovernmentalism, and the fact that while theorizing European integration has moved on significantly from these early approaches, much of what followed was either framed by this debate or developed as a rejection of it. The chapter then introduces postfunctionalism as a more recent rival theory that helps explain the greater political controversy surrounding integration in the period following the Maastricht period, and particularly during the 2010s.

3. Theorizing Consequences
This chapter brings together what have usually been presented as separate ‘consequences’ of European integration. First, it examines Europeanization: the process through which domestic politics and polities are changed by their engagement with the EU. Second, it considers three literatures that capture contemporary challenges to integration: a new domestic politicization of the EU; the rise of Euroscepticism; and a questioning of whether the EU is experiencing disintegration. Third, a continuing challenge for the EU has been its democratic legitimacy, and rising Europeanization is linked to questions of legitimacy of the EU amongst the public. This chapter deals with these interrelated phenomena: the EU’s impact on its member states and the issues arising.

17. Organized Interests
This chapter focuses on the so-called organized interests, whose interaction with the formal European Union (EU) institutions is a central component of the EU’s decision-making process. The term ‘interest group’ refers to a range of organizations outside of the formal institutions that seek to influence decision making. They provide a link between state actors and the rest of society, also known as ‘civil society’. The chapter first considers the general growth of interest group activity at the European level before discussing the types of group that try to influence EU policy making and the forms of representation open to interests. It then explores the strategies and tactics that interest groups use to try to influence the different institutions. Finally, it analyses the issue of regulating interest group access to the EU institutions.

23. Freedom, Security, and Justice
This chapter examines the European Union’s (EU’s) policy activity in the area of freedom, security, and justice (AFSJ). Introduced mainly by the Maastricht Treaty of 1992, the AFSJ was initially given the name Justice and Home Affairs (JHA). The AFSJ was greatly enhanced by the Treaty of Lisbon and has matured over time, despite the controversy surrounding the way in which it strikes at national sovereignty. A key characteristic of JHA, later AFSJ, has been the use of differentiated integration. The chapter first provides a historical background on the AFSJ, focusing on the policy dynamics and JHA structures under the Treaty on European Union (TEU) as well as the reforms of the Treaty of Amsterdam. It then considers the AFSJ’s institutional character and policy content, before examining the refugee crisis. It concludes with an assessment of key explanations and debates relating to the AFSJ.

25. Common Foreign and Security Policy
This chapter examines the European Union’s (EU’s) Common Foreign and Security Policy (CFSP). It tells the story of increasing co-operation between member states on foreign policy matters, first with European Political Co-operation (EPC) and, since the 1990s, with CFSP and a Common Security and Defence Policy (CSDP). The chapter highlights the internal dynamics and external events that drove the member states towards such co-operation and considers the most recent example of such efforts: the 2017 attempt to create a system of permanent structured co-operation (PESCO). However, it is noted that the EU remains far from having a truly supranational foreign policy and there remains a reluctance from member states to push much further integration, given states’ keen desire to remain sovereign in this area. Finally, the chapter considers the EU’s status as a ‘power’ in international relations, noting that it has diminished in important respects since 2003, but remains an important economic power.

26. Enlargement
This chapter first examines the European Union’s (EU’s) main enlargement rounds. The first enlargement occurred in 1973 when Britain, Denmark, and Ireland were admitted as members. The second (1981) and third (1986) enlargements are often treated as a single ‘southern enlargement’. The fourth enlargement took place in 1995, and admitted Austria, Finland, and Sweden. The fifth and sixth enlargements, in 2004 and 2007, are known as the ‘eastern enlargement’. The seventh enlargement saw the admittance of Croatia in 2013. A number of further states in the western Balkans are at various stages in their accession processes. The chapter describes what happened during each round and the evolution of the procedure for joining. It reviews academic explanations of why the various applications for membership were made, and why they were accepted by the European Community (EC)/EU. Finally, the chapter looks at the controversial case of Turkey and considers the notion of ‘enlargement fatigue’.
