Chapter

This chapter examines the role of civil society and social capital in democratization processes. It begins by reconstructing the definitions of civil society and social capital in the context of political change, followed by an analysis of the ways in which civil society and social capital are functional for the initiation and consolidation of democracies. It then considers the relationship between civil society and attitudes of trust and reciprocity, the function of networks and associations in democratization, paradoxes of civil society and social capital in new democracies, and the main arguments cast against the idea that civic activism and attitudes are a necessary precondition for a modern democracy. The chapter argues that civil society and social capital and their relation to political and economic institutions are context specific.

This chapter provides an overview of trends in public opinion toward the European Union. The chapter also discusses the key factors thought to explain differences in mass opinion regarding the EU. These include political economy and rationality; that is, opinions stemming from calculations about the costs and benefits of the EU; perceptions of the national government (domestic proxies); the influence of political elites; political psychology, including cognitive mobilization (attentiveness to politics) and concerns about the loss of national identity; and finally, the role of the mass media in driving opinions regarding the EU.

18. International Development  

A Distinct and Challenged Policy Domain

The European Union (EU) is widely recognized to be a major actor in international development cooperation. First, this chapter discusses key issues and debates in EU development policy. These relate to the importance of the EU in this field, the different objectives that it pursues, the aid budgets at its disposal, and the legal competences vis-à-vis the member states. Secondly, the uniqueness of this policy domain, compared to other EU policies in this volume, is addressed. Specifically, it highlights three distinctive features: the availability of budgetary power outside the EU, the long historical legacy dating back to member states’ colonial past, and the key role of trade as the preferred tool for development. Thirdly, the chapter elaborates two main policy-making domains: the EU as a donor itself and as a coordinator of member states’ policies. Overall, the EU follows the regulatory and distributional modes in its role as a donor, and when it seeks to coordinate member-state policy, the policy coordination mode is to the fore. Moreover, intensive transgovernmentalist features appear in both domains. The conclusion summarizes the main trends and future challenges including the implications of Brexit, the rise of China, and the increasing politicization of aid.

This chapter examines the role that the concept of political culture plays in comparative politics. In particular, it considers how the political culture field increases our understanding of the social roots of democracy and how these roots are transforming through cultural change. In analysing the inspirational forces of democracy, key propositions of the political culture approach are compared with those of the political economy approach. The chapter first provides an overview of cultural differences around the world, before tracing the historical roots of the political culture concept. It then tackles the question of citizens’ democratic maturity and describes the allegiance model of the democratic citizen. It also explores party–voter dealignment, the assertive model of the democratic citizen, and political culture in non-democracies. It concludes with an assessment of how trust, confidence, and social capital increase a society’s capacity for collective action.

This chapter explains what comparative politics could be relevant for, such as informing the public debate and giving policy advice. It argues that comparative politics has a huge but sometimes underdeveloped potential for being relevant for the various aspects of human well-being, economic prosperity, and social justice that most people care deeply about. Empirical research shows that the manner in which a country’s political institutions are designed and the quality of the operations of these institutions have a strong impact on measures of population health, as well as subjective well-being and general social trust. One result is that democratization without increased state capacity and control of corruption is not likely to deliver increased human well-being. The chapter also considers whether democracy generates political legitimacy, and concludes by suggesting that comparative political science has so far paid relatively little attention to issues of state capacity, control of corruption, and institutional quality.

This chapter examines the most visible and politically important act of conventional citizen participation: turning out to vote in a national election. Patterns of political participation are influenced by a variety of institutional factors, such as the type of electoral system and the number of political parties in a country, along with individual socioeconomic factors such as a person’s educational attainments or income. A particular problem in many previously authoritarian societies is the absence of a diverse civil society, so that the social trust upon which a healthy democracy depends is often absent. The chapter first considers various dimensions of political participation before discussing voter turnout in democratic countries. It then analyses the effects of institutional arrangements such as election rules, the type of electoral system, and the party system on political participation. Finally, it describes some of the factors that determine whether or not citizens participate in politics.

6. Competition Policy  

The Politics of Competence Expansion

This chapter examines the European Union’s competition policy. It shows that the EU’s legal powers in general competition policy—over restrictive practices, abuse of a dominant position, mergers, state aid, and state monopolies—are very extensive and highly supranational with few direct controls for national governments. The chapter then studies two views of the application of these powers—that they have been used in a more ‘neo-liberal’ manner in recent decades or that they continue to provide scope for industrial policies of supporting European champion firms. It underlines that the Commission has been an active and central player in policy-making, together with the European Court. But all actors operate in a wider context of large powerful firms as well as experts and practitioners in competition policy. The chapter concludes by analysing how the economic crisis after 2008 has reignited debates about altering the criteria for policy to give more place to aims other than protecting competition, to offer more space to national policy-makers, and to provide greater scrutiny and accountability for the Commission, as well as greater action to deal with the new ‘digital tech giants’, but that these encounter significant obstacles.
