Chapter

This chapter investigates the different senses in which the term 'development' is used. 'Development' is used in three main senses: a vision or measure of a desirable society; a historical process of social change; and deliberate efforts at improvement by development agencies. The variety of competing overall views on development can be organized into three groups according to how they see development relating to capitalism: through, against, or in the context of capitalism. The first two of these groups of views are labelled Market economics and Structuralism. A third group of views, pragmatic rather than theoretical, is termed Interventionism and concentrates on how to achieve development. Finally, there are those who reject all these views as versions of 'mainstream' development. They seek alternatives, either an alternative form of development or rejecting the development concept entirely.

This chapter examines the development of the United Nations and the changes and challenges that it has faced since it was founded in 1945. It opens with three framing questions: Does the UN succeed in reconciling traditions of great power politics and traditions of universalism? Why has the UN become more involved in matters within states and what are the limits to this involvement? What are the UN's biggest successes and challenges in its efforts to prevent and resolve conflict and to promote sustainable development? The chapter proceeds by providing a brief history of the UN and its principal organs. It also considers the UN's role in the maintenance of international peace and security, and how the UN addresses issues relating to economic and social development. Two case studies are presented: the first is about UN peacekeeping in the Congo and the second is about the 2003 intervention in Iraq.

This chapter addresses the relationship between education and poverty. Education has become a central development plank for the World Bank and other multilateral organizations, partly because of the connection between education, development, and the reduction of poverty. Such organizations continue to sponsor and spearhead different programmes geared towards enhanced educational access and engagement (particular at primary school levels). Owing to such programmes, greater numbers of children have access to schooling across the globe, impacting on poverty levels. However, the benefits and opportunities purportedly associated with education are not accessible to those groups which are governed by their structural positions within systems of social and economic inequality. The promised education-related returns are not always forthcoming, particularly for those lacking important forms of social capital.

This chapter examines some theoretical and practical problems in global children's rights advocacy. It begins with a discussion of the novelty of children's rights and the problem of identifying the moral agent of children's rights. It then considers the tensions between the universalism of human rights advocacy and the relativism of development advocacy. It shows that children's rights research is influenced by social constructivism, which highlights the history of childhood and childhood norms. Early social constructivist approaches identified the concept of childhood underpinning the Convention on the Rights of the Child as a Western construction based on Western experiences and its exclusion of the experience of childhood in developing countries. The chapter proceeds by looking at a case study involving attempts to eradicate corporal punishment of children globally. It suggests that there are social and political problems with attempting to globalize childhood norms without globalizing material development.

This concluding chapter brings together reflections from practitioners, thinkers, and academics. They comment on achievements and challenges for social progress in the world over the past 30 years, and outline possible futures for poverty and development. Economist and historian María del Pilar López-Uribe speaks about the experiences of South American countries. She is an authority on the long-term effects of climate change and geography on institutional drivers of economic development, and on the history of land conflicts and property rights in Colombia. Meanwhile, Leonard Wantchekon highlights the role of technology in shaping the future of development. Affan Cheema also offers a practitioner's perspective on the need to approach humanitarianism from a more holistic perspective in relation to development. The chapter then looks at how warnings of the effects of climate change have galvanized international movements calling for governments to declare a climate emergency and prioritize policies that promote sustainability and mitigate the environmental impact of the global economy. Since forming in spring of 2018, the environmental pressure group Extinction Rebellion has organized protests that have reached international scale.

This chapter studies how the debate on climate change has evolved and how development relates to climate change. Climate change relates to development in two main ways. First, economic development is likely to exacerbate future climate change. Second, climate change as it occurs impacts on development, often negatively. The different ways in which climate change relates to development lead to different types of intervention. Climate change mitigation policies are designed to limit future climate change or reduce its impact but may themselves curtail development options. Climate change adaptation policies attempt to work with climate change and achieve development in spite of its impacts. There are also policies to cope with 'loss and damage', i.e. extreme, often irreversible, impacts which are too severe for adaptation. Lived experiences of climate change and of the effects of mitigation and adaptation policies demonstrate how their impacts result from the interaction of physical effects with existing social and power relationships, including those of gender.

This chapter focuses on a key debate in the philosophy of social science: whether it is possible to separate facts and values in social science research. It first considers normative and empirical theory in political research before discussing the ways in which the values of the researcher influence the research process. It then examines Thomas Kuhn’s arguments concerning paradigms and how they change through scientific ‘revolutions’, along with their implications for the possibility of value-free social inquiry. It looks at an example of how the notion of ‘paradigm’ has been applied to a specific area of inquiry within politics: the study of development. It also compares Kuhn’s paradigms with Imre Lakatos’ concept of ‘scientific research programmes’.

This chapter discusses some of the connections between colonialism, capitalism, and development. The making of colonial economies — through the organization of commodity production and trade by colonial states, settlers, and companies — entailed the 'breaking' of existing patterns of production and social existence, of whole ways of life. This process was encapsulated in the formation and functioning of colonial labour regimes. Other aspects of social and cultural change under colonialism also contributed to new forms of social differentiation among the colonized, and exposed the contradictions of colonial rule, not least in challenging its legitimacy. The European colonial empires were dismantled in the decades following the Second World War: anti-colonial movements became stronger, and international capitalism led by the USA no longer required the direct political rule of Asia and Africa (an 'imperialism without colonies'), while the proclamation of strategies of 'national development' by the newly independent states assimilated many of the tensions and ambiguities of the 'doctrines of development' of the era of (industrial) capitalist colonialism.
