This chapter provides an overview of the European Union and its member states. It first explains why the member states matter in the EU before discussing the role of member states in the EU, with particular emphasis on three approaches to understanding member state–EU relations: intergovernmentalism, institutionalism, and governance approaches. It then examines the Europeanization of the member states as well as the revival of domestic politics approaches, which claim that it is impossible to understand the EU in light of its politicization during the 2010s. It concludes by presenting the logic and structure of this volume: how the relationship between the EU and its member states will be portrayed in the chapters that follow.

This chapter examines recurrent themes in the experiences of the countries discussed earlier in terms of European Union membership. It first considers the contribution of Europeanization as an analytical tool for understanding EU member state relations on a country-by-country basis before discussing emergent themes and issues. In particular, it assesses the significance of timing of accession for the member states’ Europeanization experience, showing how timing has often interacted with a geographical focus to each enlargement wave. It also asks whether the Europeanization experience is different for large states rather than small states, or whether the embeddedness of member states’ political systems plays a role. The chapter concludes by identifying different impacts of Europeanization along the dimensions of politics, polity, and policy, including the politicization of the 2010s.

The development of European integration has meant that member states have experienced Europeanization and as a consequence the EU has become a more politicized issue in domestic politics. Politicization has come over time and as a consequence of the decline of a permissive consensus and takes some very different forms. The chapter considers the place of the domestic politicization of European integration in theories of European integration and then reviews different periods of the history of European integration, highlighting the growing phenomena of Europeanization and politicization. The chapter then looks at Euroscepticism and its meaning and different forms and identifying which parties can currently be identified as Eurosceptic and what issues Euroscepticism blends with in different member states. The chapter then offers a typology for understanding the different ways in which the politicization of European integration plays out in the party systems of member states.

This chapter brings together what have usually been presented as separate ‘consequences’ of European integration. First, it examines Europeanization: the process through which domestic politics and polities are changed by their engagement with the EU. Second, it considers three literatures that capture contemporary challenges to integration: a new domestic politicization of the EU; the rise of Euroscepticism; and a questioning of whether the EU is experiencing disintegration. Third, a continuing challenge for the EU has been its democratic legitimacy, and rising Europeanization is linked to questions of legitimacy of the EU amongst the public. This chapter deals with two litmus tests for theories of European integration. The first part asks, how and to what extent various approaches can explain the contemporary crises of European integration. It thereby tackles the question of whether European integration theories might have biased EU scholars towards ignoring evidence for (dis-)integration. While being more optimistic about the state of the Union than many EU scholars are, the authors of this chapter argue for a more differentiated conceptualization of integration as a continuous variable that takes disintegration, rather than stagnation or no integration, as the opposite value of integration. The second part of the chapter examines to what extent European integration theories are able to shed light on experiences with regionalism across the globe. It argues that they do provide plausible accounts for the emergence of regionalism around the world. Comparing regions points to important scope conditions under which European integration theories operate. When it comes to outcomes, however, they need to be complemented by explanations emphasizing diffusion to clarify why and when states are more inclined to pool and delegate sovereignty in some regions than in others.

Social policy in the European Union (EU) is characterized by a fundamental puzzle: integration has happened despite member-state opposition to the delegation of welfare competences. While the policy has developed in small and modest steps, over time, this has led to a considerable expansion of the policy remit. Negative integration pushed by judicial decision-making is often regarded as a main driver for social integration. Positive integration through EU legislation is, however, just as defining for EU social policy, and politics is very evident when EU member states negotiate social regulation. More recently, the policy has been marked by deep politicization.

A Distinct and Challenged Policy Domain

The European Union (EU) is widely recognized to be a major actor in international development cooperation. First, this chapter discusses key issues and debates in EU development policy. These relate to the importance of the EU in this field, the different objectives that it pursues, the aid budgets at its disposal, and the legal competences vis-à-vis the member states. Secondly, the uniqueness of this policy domain, compared to other EU policies in this volume, is addressed. Specifically, it highlights three distinctive features: the availability of budgetary power outside the EU, the long historical legacy dating back to member states’ colonial past, and the key role of trade as the preferred tool for development. Thirdly, the chapter elaborates two main policy-making domains: the EU as a donor itself and as a coordinator of member states’ policies. Overall, the EU follows the regulatory and distributional modes in its role as a donor, and when it seeks to coordinate member-state policy, the policy coordination mode is to the fore. Moreover, intensive transgovernmentalist features appear in both domains. The conclusion summarizes the main trends and future challenges including the implications of Brexit, the rise of China, and the increasing politicization of aid.

This chapter examines trends in European Union policy-making during times of multiple, overlapping challenges. It first considers the main trends in EU policy-making that emerge from policy case studies, including experimentation with new modes of policy-making, often in conjunction with more established modes, leading to hybridization; renegotiation of the role of the member states (and their domestic institutions) in the EU policy process; and erosion of traditional boundaries between internal and external policies. The chapter proceeds by discussing the issue of national governance as well as the interaction between European and global governance. Finally, it explores how the EU has responded to the challenges of Brexit, the politicization of the Union, geopolitical upheaval, and the shock of the Covid-19 pandemic.

This chapter examines the so-called ‘Brexit’ phenomenon, the first time an existing EU member state has voted in a referendum to leave the Union. The chapter examines the historical context that shaped the UK’s decision to join the EEC and its subsequent relationship with the EU. It charts the events leading to the EU referendum, including the campaign and explains the reasons for the narrow ‘Leave’ vote in the referendum. The Brexit negotiations under Article 50 are discussed by focusing on process, actors, and outcomes, specifically the content of the March 2018 Draft Withdrawal Agreement. The penultimate section of the chapter explains Brexit by drawing on the extant European integration literature with a focus on the concepts of disintegration, differentiated integration, Europeanization, and politicization, while surveying the likely scenarios for a future EU–UK relationship. The chapter ends discussing the impact and implications of Brexit for the EU.

Exposing the Limits of Political Integration

This chapter examines the European Union’s justice and home affairs (JHA), which have evolved from a peripheral aspect into a focal point of European integration and today are at the centre of politicization in the EU. It first considers the institutionalization of JHA cooperation and its gradual move towards more supranational competences before discussing political contestation as expressed in the context of Brexit and the crisis of the common asylum and Schengen systems. The development of cooperation is retraced, looking at the main actors in the JHA, the organization and capacities of EU institutions, the continuity of intergovernmentalism, the proliferation of semi-autonomous agencies and databases, and the flow of policy, taking into account asylum policy and immigration policy, police and judicial cooperation in criminal matters, and the challenge of implementation. The chapter shows how the gradual move of cooperation among national agencies concerned with combating crime; fighting terrorism; and managing borders, immigration, and asylum from loose intergovernmental cooperation to more supranational governance within the EU has remained contested, and argues that this contestation exemplifies the limits of political unification.

This chapter surveys seven decades of theorizing about European Union policy-making and policy processes. It begins with a discussion of theories of European integration, including neo-functionalism, intergovernmentalism, liberal intergovernmentalism, institutionalism, constructivism, and postfunctionalism. It then considers the increasing number of studies that approach the EU through the lenses of comparative politics and comparative public policy, focusing on the federal or quasi-federal aspects of the EU and its legislative, executive, and judicial politics. It finally explores the vertical and horizontal separation of powers in the EU and concludes by looking at the ‘governance approach’ to the EU, with emphasis on multi-level governance and EU policy networks, Europeanization, and the question of the EU’s democratic deficit.

After twenty years of continuous deepening and widening, European integration has entered an era of recurrent crises. Most students of the European Union (EU) seem to agree that the constitutional equilibrium between intergovernmental and supranational institutions has changed. Some see ‘new intergovernmentalism’ and ‘integration without supranationalization’ prevailing. Others contend that we are witnessing a series of functional and institutional spillovers empowering supranational institutions. This chapter argues that governance approaches are particularly useful to address the puzzling counter-positions represented in the current debate about the ‘nature of the beast’. They are better equipped to explore how and to what end institutional structures and processes have responded to the crises than mainstream integration theories. The chapter starts with introducing the ‘governance turn’ in EU studies as the attempt of EU scholars in the early 1990s to capture the nature of the EU. It then presents a typology that is based on a broad concept of governance as institutionalized forms of political coordination. The empirical part of the chapter uses this typology to give an overview of the structures and processes of EU governance before applying it to the financial and the migration crises. The chapter concludes with a discussion of the major challenges for European integration (theories) from a governance perspective, particularly with regard to managing current and preventing future crises.

The European Union represents a remarkable, ongoing experiment in the collective governance of a multinational continent of nearly 450 million citizens and 27 member states. The key aim of this volume is to understand the processes that produce EU policies: that is, the decisions (or non-decisions) by EU public authorities facing choices between alternative courses of public action. We do not advance any single theory of EU policy-making, although we do draw extensively on theories of European integration, international cooperation, comparative politics, and contemporary governance; and we identify five ‘policy modes’ operating across the 15 case study chapters in the volume. This chapter introduces the volume by summarizing our collective approach to understanding policy-making in the EU, identifying the significant developments that have impacted EU policy-making since the seventh edition of this volume, and previewing the case studies and their central findings.
