This chapter examines the democratic revolutions that occurred in post-communist Europe since 1989. It first considers the beginning of the decline of communism and the failed attempts to reform communist one-party states from 1970 to 1988 as stage one of democratization. It then discusses the end of communist regimes as the second stage of democratization—between 1989 and 1991. It also looks at stage three of the democratization process, which focuses on the creation of new democracies. The chapter concludes with an assessment of the main drivers of successful democratization in post-communist Europe.

This chapter examines democracy and democratization in relation to authoritarian regimes. It begins with a discussion of the three ‘waves’ of democratization that have occurred worldwide since the nineteenth century, the third of which began in 1974 with the demise of the long-standing authoritarian regime in Portugal, followed by the end of Franco's dictatorship in Spain in 1975. The chapter goes on to consider the main approaches to analysing democratization, different analytical models of democracy such as polyarchy and liberal democracy, and indexes to measure democracy. It also reviews the more recent literature on authoritarianism and the reasons for its persistence before concluding with an assessment of the challenges that confront democracy in the face of authoritarian revival.

It discusses the prevalence of democracy in Europe, and provides an overview of some of the main similarities and differences between European democracies. A number of recent developments that have challenged the political status quo across the continent are highlighted. The chapter also outlines the general approach taken throughout the book, and discusses the importance of comparison in political research. It concludes with an outline of the book and a brief summary of its three main sections.

This chapter investigates the concepts of liberal democracy, democratization, and governance and how they relate to development. There are several critiques of liberal democracy, which mostly correspond to well-known problems for any political regime. They include the 'tyranny of the majority', élite capture, clientelism, and the threat of populist capture. Alternative models claimed by their proponents to be democratic include illiberal democracy, direct democracy, and democratic centralism. Especially for proponents of market economy, liberal democracy and economic development are seen as complementary aspects of modern society. However, it is not clear that democratization leads to development. Successful development requires a supportive institutional environment. This may occur in a liberal democracy but it is not democracy itself that matters but 'something else' — which may be called 'quality of governance', including impartiality and effectiveness.

This chapter examines the rise and evolution of the liberal order that was created by the United States and and other liberal democratic states in the decades after World War II, along with the modern challenges to it. The liberal order that emerged after World War II paved the way for a rapid expansion in world trade, the successful integration of former enemies such as Japan and Germany, and the transition to liberal democracy in formerly authoritarian states. Furthermore, the collapse of communism was considered a triumph of liberalism. The chapter first explains how the American liberal order was constructed after World War II before discussing the successes of that order and the end of the ‘socialist’ project in the 1980s. It also analyzes some of the major threats to this liberal order today, particularly those from within, as a result of Donald Trump’s rejection of the American liberal tradition.

This chapter examines Alexis de Tocqueville's social and political thought. Tocqueville is known as a forerunner of systematic social or political theory, but he is more relevant today as a philosophical historian with particular concerns that parallel those of many contemporary political thinkers. Those concerns are: how to sustain the civic practices underpinning liberal democracy, how to create such practices in the face of hostile histories, and how to think about democracy's need for stabilizing beliefs. The chapter considers the first concern through a discussion of some of the principal arguments of Tocqueville's Democracy in America, the second through an analysis of The Old Regime and the Revolution, and the third by considering the moral touchstones of Tocqueville's thought, in particular his arguments about religion and family. Tocqueville's views on tyranny, individualism, despotism, and aristocracy are also explored.

Democratic Pragmatism

This chapter treats democracy as a way of approaching problems through involving a variety of interests and actors along with citizens in interactive problem solving within the basic institutional structure of liberal capitalist democracy. It is manifested in for example public consultation, alternative dispute resolution, policy dialogue, lay citizen deliberation, and public inquiries. The turn from government to more decentralized and networked governance can be seen as a kind of democratic pragmatism, though networks do not always enhance democracy. This problem solving must be a flexible process that involves many voices and cooperation across a plurality of perspectives. The degree of participation with which pragmatists are happy often corresponds to existing liberal democracies and enables congruence between the demands of rationality in social problem solving and democratic values, though efforts exist to deepen both the democratic and problem-solving capacity of participation.

This chapter assesses John Stuart Mill’s political philosophy, focusing on two particular features of his thought. First is Mill’s relation to the liberal political tradition. Second are his writings on race, gender, and empire, which have in recent years come into greater prominence. The chapter begins by highlighting Mill’s contributions to liberal political theory and utilitarian ethics, the two traditions of thought with which he’s most commonly associated. It then examines his views on government and democracy. The chapter also considers Mill’s views on human diversity and difference, showing how his treatments of race, empire, and gender intersect with his liberalism. Finally, it reflects on what we might think about his political philosophy in light of his imperialist entanglements.

This chapter examines democratic pragmatism, a discourse of environmental problem solving that emerged as a corrective to administration. Democratic pragmatism may be characterized in terms of interactive problem solving within the basic institutional structure of liberal capitalist democracy. The word ‘pragmatism’ can have two connotations: the first is the way the word is used in everyday language, as signifying a practical, realistic orientation to the world, the opposite of starry-eyed idealism; the second refers to a school of thought in philosophy, associated with names such as William James, Charles Peirce, and John Dewey. This chapter treats democracy as a problem-solving discourse reconciled to the basic status quo of liberal capitalism. It first considers democratic pragmatism in action before discussing democratic pragmatism as government and governance. It also explores the rationality of democratic pragmatism, the discourse analysis of democratic pragmatism, and the limits of democratic pragmatism.

This chapter discusses how states use political violence and asks whether this sort of action could be considered terrorism or not. It lists the core points of study related to state acts of violence. These include instances of threatened acts of violence, state approval of violent acts, and the psychological impact of state and non-state acts of violence. State terrorism has become marginalized because the focus has been primarily on certain types of non-state political violence. States frequently sponsor or assist violent groups internationally when such acts serve their foreign policy objectives. The chapter examines examples of governments taking advantage of state terrorism. This tends to happen in totalitarian and authoritarian regimes, but also with colonial powers and liberal democracies too. The chapter clarifies how an accurate definition of terrorism is dependent on intent, which is difficult to determine for state and non-state actors.

It begins with an overview of liberalism and liberal internationalism’s main characteristics, including how they overlap with, yet significantly depart from, the realist perspective. It then considers the major liberalist schools of thought, namely: commercial or economic liberalism, human rights liberalism, international organization or institutions liberalism, and democratic liberalism. The chapter explores how contemporary liberal internationalism is losing significant power and appeal because the major Western states of the world system are experiencing serious international and domestic difficulties. It closes by indicating that the Western liberal internationalist order will likely lose a sizable portion of its long standing international dominance, resulting in a more widely spread global security management arrangement among a larger number of major states.
