The State of British Democracy
This concluding chapter presents a summary of the common themes and key points about British politics, which help make sense of current events, such as whether turbulence and instability now characterize British politics, and whether democracy can work well in these conditions. It provides a table containing summaries of each chapter, which relate to the themes of the book: party government and executive power, political turbulence, blunders/policy disasters, and the difficulties of achieving agency. With these and other insights, it is possible to assess whether there is anything left for traditional understandings of British democracy or whether the country is in uncharted waters, without any clearly understood democratic mechanisms and not capable of producing effective policy outcomes. Overall, how does Britain fare as a democracy with its old and new features? The chapter then looks at the debate about the quality of UK democracy.

This chapter examines key factors that lead to failed democratization. It first describes five categories of countries: established democracies, established autocracies, robust democratizers, tenuous democratizers, and failed democratizers. Using the Freedom House Index, it explains why some democratizers slid backwards while others did not. In particular, it looks at the conditions that undermine democracy and political actors, such as the chief executive, that contribute to democratization’s derailment. The chapter identifies several major structural factors that influence whether democratization succeeds fully, succeeds partially, or fails. These include poverty, a late history of national independence, a large Muslim population, economic reliance on oil and gas, and gender inequality. The chapter concludes by considering ways of reducing the hazards of democratic reversal and preventing relapses into authoritarianism, such as strengthening legislatures and curtailing executive power.

This chapter examines the general issue of leadership in the British political system and the stresses and strains of this task, examining the role of the prime minister. As well as being leader of the largest party in the House of Commons, able to command a majority, and potentially able to get government business through Parliament and into law, the prime minister has executive powers, which helps keep this focus. Despite the power of the position and its importance in the British system of government, there are fundamental weaknesses in the role that come from the instabilities of party politics. Overall, the picture of prime ministerial and core executive power and capacity is a mixed one that is changeable over time. In recent years, over Brexit and the Covid-19 pandemic, the prime minister's fate can change dramatically, even week-by-week.

The European Union (EU) is without question the most densely institutionalized international organization in the world, and the body of literature known under the rubric of ‘the new institutionalism’ has been applied with increasing success to the study of the Union as a polity and to European integration as a process. This chapter examines rational choice and historical institutionalism and their contributions to EU studies. Following a brief introduction, it traces the origins of rational choice and historical institutionalism, both of which explore the role of institutions in political life, albeit with different emphases. Next, it turns to the EU, exploring the ways in which scholars have drawn on institutionalist theories to understand and explain the legislative, executive, and judicial politics of the EU, as well as the development of EU institutions and policies over time. An in-depth case study applies institutionalist theory to the task of explaining the origins of the Eurozone sovereign debt crisis as well as the EU’s response. Historical institutionalist theory, the author suggests, generates important insights into the suboptimal design of the original Maastricht EMU provisions, as well as the EU’s incremental response and the suboptimal outcome of the crisis. The author concludes by suggesting that institutionalist theories offer a variety of valuable insights into the design, effects, and development of EU institutions, while at the same time remaining compatible with other theoretical approaches in the EU scholar’s toolkit.
