This chapter discusses ‘global governance’, the term now used widely to analyse the international system. Global governance consists of collective efforts to identify, understand, and address worldwide problems and processes that go beyond the capacities of individual states. The question of how to improve global economic governance can be understood by addressing the main ‘gaps’ in the international system: knowledge, norms, policies, institutions, leadership, and compliance. The chapter then presents three illustrations of current issues in global governance—and the gaps therein—to help in understanding international responses (both weak and strong) to communicable diseases, economic instability, and child welfare. Ultimately, addressing global governance problems requires more robust intergovernmental organizations (IGOs) and international non-governmental organizations (NGOs).

This chapter studies the relatively new topic of sharing economy in international political economy (IPE), describing the concepts of marketization of everyday life, the gig economy, and platform capitalism. It begins by looking at ride-sharing, which is an increasingly popular means of transport that constitutes a significant sector in the for-profit sharing economy. Using the Indonesian ride-hailing company Gojek as an example, the chapter draws out fundamental tensions between solidarity and exploitation that underpin processes of marketization in the sharing economy. It then examines different forms of economic organization and their historical lineages. The different principles that can structure economic exchange include householding, reciprocity, redistribution, and the market. Finally, the chapter evaluates for-profit and not-for-profit dimensions of the sharing economy using the diverse economies framework and community mapping.

This chapter addresses the intersection of international law and international politics as it relates to global trade. To study global economic governance is to study international law, international relations, and international political economy (IPE) all at once. The chapter begins with a brief introduction to IPE, a discipline which seeks to understand the workings of the global economy in its political context. It examines the relationship between economic globalization and state sovereignty, before turning to the construction of the postwar global economic order, with a focus on the Bretton Woods institutions. The postwar global economic order has often been described as ‘liberal’ by virtue of its underlying assumptions and the ideological convictions of its framers. Importantly, the postwar liberal order was built by, and for, the developed countries of the Global North-a fact that has informed critiques emanating from the developing countries of the Global South. The chapter then assesses global trade governance, analysing the structure, powers, and role of the World Trade Organization.

This chapter examines the shift in global balance that began in the post-2007 economic crisis. For a considerable time before the 2008 crisis, the United States and most European states had been living on high levels of debt both national and individual, public and private. Manufacturing in the developed West, and its provision of secure jobs for many workers, was undermined by the new economic environment of globalization, as well as the growth of cheaper manufacturing in China and the other BRIC countries. A new epoch of financial capitalism, which had emerged since the 1980s, was in full swing by the start of the Noughties. The chapter first considers the post-2007 economic crisis, before discussing the continuing rise of China and Russian foreign policy under Vladimir Putin. It concludes with an assessment of international reactions to China’s rise, including those of East Asia, international organizations, and Taiwan.

This chapter assesses regional trade agreements (RTAs). The number of RTAs has grown rapidly since the World Trade Organization (WTO) came into existence in 1995. Roughly one-half of world trade is now conducted within these preferential trade arrangements, the most significant exception to the WTO's principle of non-discrimination. Governments have entered regional economic agreements motivated by a variety of political and economic considerations. They may prefer trade liberalization on a regional rather than a global basis for several reasons. The chapter then reviews the political economy of regionalism: why RTAs are established; which actors are likely to support regional rather than global trade liberalization; the effects that regionalism has had on the trade and welfare of members and non-members; and the relationship between liberalization at the regional and global levels.

This chapter examines the liberalist approach to the theory and practice of international politics. It begins with an overview of liberalism and liberal internationalism’s main characteristics, including how they overlap with, yet significantly depart from, the realist perspective. It then considers the major liberalist schools of thought, namely: commercial or economic liberalism, human rights liberalism, international organization or institutions liberalism, and democratic liberalism. The chapter explores how contemporary liberal internationalism is losing significant power and appeal because the major Western states of the world system are experiencing serious international and domestic difficulties. It closes by indicating that the Western liberal internationalist order will likely lose a sizable portion of its long standing international dominance, resulting in a more widely spread global security management arrangement among a larger number of major states.

This chapter presents the liberalism approach to the theory and practice of international politics. As one of the two classic conceptions, along with realism, of international politics, its chief characteristics are identified and the major liberalist schools of thought are described and briefly examined, particularly with reference to how they overlap with, yet depart in significant ways from, the realist perspective. The concluding sections explore how contemporary liberal internationalism has lost significant power and appeal because the major Western states of the world system are experiencing serious international and domestic difficulties. It closes by indicating that the Western liberal internationalist order will likely lose a sizeable portion of its long-standing international dominance, resulting in a more widely spread global security management arrangement among a larger number of major states.

This chapter examines India’s emergence as a key player in the World Trade Organization (WTO) within the context of its foreign policy. It considers plausible mainstream explanations for India’s apparent rise to power, including growing market size, changing ideology, and the role of domestic interest groups in influencing foreign economic policy. It suggests that India’s emergence as a major player in the WTO can be explained by its negotiation behaviour. More specifically, it shows that India’s rise in the WTO is a product of decades of learning to negotiate within the specific multilateral rules of the organization (as well as its predecessor, the General Agreement on Tariffs and Trade (GATT)). The chapter also considers some of the problems that India’s WTO diplomacy raises within the trade context as well as its broader foreign policy goals.

This chapter examines the characteristics of contemporary globalization and how they are reshaping world politics. It explains why globalization challenges some of our traditional ways of thinking and theorizing about world politics. It asks whether there are limits to globalization or whether it is inevitable. It also considers the extent to which globalization is responsible for the emerging shift in the structure of world power, namely the ‘decline of the West’ and the ‘rise of the rest’. Two case studies are presented: one is about the iPhone and the iPad, and illustrates the implications of global production networks for national economic sovereignty; the other is about the global recycling system. There is also an Opposing Opinions box that tackles the question of whether globalization is eroding the power of the state.
