This chapter examines the political ideas of Immanuel Kant. Kant is widely regarded as a precursor to current political liberalism. There are many aspects of Kant's political philosophy, including his property argument, that remain poorly understood and unjustly neglected. Many other aspects, including his cosmopolitanism, reveal Kant as perhaps one of the most systematic and consistent political thinkers. Underlying all these aspects of his political philosophy is an abiding commitment to his epistemological method of transcendental idealism. After providing a short biography of Kant, this chapter considers his epistemology as well as the relationship between virtue and justice in his practical philosophy. It also explores a number of themes in Kant's political thinking, including the idea of external freedom, the nature of political obligation, the vindication of property rights, the denial of a right to revolution, and the cosmopolitan scope of Kantian justice.

This chapter examines communitarianism and its central assumptions. It first considers two strands of communitarian thought: one camp argues that community should be seen as the source of principles of justice, whereas the other camp insists that community should play a greater role in the content of principles of justice. The chapter then explores the communitarian claim that the liberal ‘politics of rights’ should be abandoned for, or at least supplemented by, a ‘politics of the common good’. It also analyses the communitarian conception of the embedded self; two liberal accommodations of communitarianism, the so-called political liberalism and liberal nationalism; the communitarians’ ‘social thesis’, focusing on Charles Taylor’s belief that liberal neutrality cannot sustain the social conditions for the exercise of autonomy; and the connection between nationalism and cosmopolitanism. The chapter concludes with an overview of the politics of communitarianism.

This chapter highlights the three main positions that have come to dominate the normative debate on the European Union: cosmopolitanism (premised on a social contract between individuals globally), statism (premised on a social contract between states), and, more recently, demoicracy (premised on a social contract between states and all their individual citizens). The main body of the chapter attempts to understand each of these normative perspectives, both as freestanding political theories and as they have been applied to the EU. Proponents of each view maintain that the EU embodies some of the principles that comprise their respective theories, but fall short in other regards. Using each of these three theories to evaluate the European response to the refugee crisis, which peaked in 2015, the authors of this chapter attempt to further illustrate the similarities and differences between them. Final reflections concern directions for future research on political theory and the EU.

This chapter deals with normative international relations theory, a field of study that relies on a variety of approaches and theories to explore moral expectations, decisions, and dilemmas in world politics. Normative IR theory has adopted—and adapted—conceptual categories such as communitarianism and cosmopolitanism from political theory. It also borrows from moral philosophy to designate different types of ethical reasoning, such as deontology and consequentialism. The chapter begins with an overview of the history, influences, and some of the categories that normative IR theory brings to the study of international relations. It then examines the ways in which normative IR theory engages with the hidden ethical assumptions of a range of IR approaches. The case study considers the ethics of war in the Iraq war.

This chapter examines the concept of duties beyond borders and its implications for the practice of foreign policy. More specifically, it considers why states proclaim duties to those beyond their borders as well as the apparent expansion of those duties over the last two decades. After explaining what is meant by duties beyond borders and how it relates to the concepts of sovereignty and cosmopolitanism, the chapter explores how realist, liberal, constructivist, and decision-making theories account for the existence and expansion of these duties. It also describes why states failed to halt the genocide in Rwanda in 1994 and intervened in Libya in 2011, but not in Syria. It also analyses the growing tension between a foreign policy defined by realpolitik and a foreign policy that is increasingly affected and defined by intensifying interdependence in a range of issues and transnational connections between peoples.

Chapter

This concluding chapter draws together some of the themes running throughout this book to address some key issues of justice and the future of global politics. In addition to outlining the concept of global justice, it deals with two contrasting normative approaches to issues in global politics, namely, cosmopolitanism and communitarianism, taking particular note of the debates that emerged in the post-Cold War period and which have been especially important for the analysis of human rights. The chapter looks at how these approaches map onto opposing strands of thought within the English school, namely, solidarism and pluralism. It then moves on to some specific issues in contemporary global politics involving the application of normative theory—citizenship, migration, and refugees. Finally, the chapter considers issues of intergenerational justice with respect to the normative links between past, present, and future and the responsibilities these entail.

This chapter examines how we should think about ethics, starting with three framing questions: Do states and their citizens have significant moral duties to the members of other countries? Should states and their militaries be morally constrained in the conduct of war? Who is morally responsible for the alleviation of global poverty? The chapter proceeds by defining ethics and considering three significant and difficult ethical issues entailed by globalization: cosmopolitanism, statism, and realist ethics. It concludes by examining the ethical dimensions of global poverty and just war. Two case studies are presented, one dealing with the ethics of migration and the other with the ethics of just war. There is also an Opposing Opinions box that debates who bears most responsibility for addressing global warming.

This chapter examines key aspects of democratic theory. It first defines what democracy means and traces the historical evolution of the term, from the time of the ancient Greeks to the French and American revolutions up to the nineteenth-century, when democracy began to take on more popular connotations in theory and practice. The chapter goes on to discuss the debate between advocates of the protective theory and the participatory theory of democracy. It also considers alleged problems with democracy — relating to majoritarianism, its impact on economic efficiency, and its relationship with desired outcomes — before concluding with an analysis of the new directions democratic theory has taken in recent years, including associative, deliberative, cosmopolitan, and ecological versions of democracy.

This chapter examines Jürgen Habermas's major contributions to social and political thought. Habermas is regarded as one of the most influential figures in contemporary political theory. In his later work Habermas has begun to expand the normative political implications of his work in social theory and philosophy, culminating in Between Facts and Norms. This chapter first provides an overview of Habermas's earlier work, especially his study on the transformation of the liberal or bourgeois public sphere, before discussing his theory of communicative action (or action based on mutually supposed validity claims). It then considers Habermas's attempt, in Between Facts and Norms, to develop an account of deliberative politics anchored on the idea of political legitimacy and concludes with an analysis of cosmopolitanism as well as his views on discourse theory, democracy, the system of rights, and ‘weak’ and ‘strong’ publics.
