This chapter examines Jean-Jacques Rousseau's political thought. It first provides a short biography of Rousseau before discussing varying interpretations of his ideas, suggesting that, because of his emphasis upon civic virtues and freedom as lack of an insidious form of dependence, the republican tradition best reflects Rousseau's concerns. It then considers Rousseau's distinctive contribution to the idea of the state of nature, noting that the springs of action in his state of nature are not reason are self-preservation and sympathy. It also explores Rousseau's views on private property, social contract, inequality, natural law and natural rights, democracy, religion, and censorship. The chapter concludes with an analysis of Rousseau's concern with freedom and dependence, and how the related issues of slavery and women were relevant for him.

18. The Federalist

This chapter examines The Federalist's defence of the newly drafted US Constitution of 1787 and compares its arguments with those of the Antifederalists. The Federalist is a collection of newspaper columns written between October 1787 and May 1788 in support of the proposed Constitution. Its three authors — Alexander Hamilton, James Madison, and John Jay — wrote under the pseudonym Publius. The chapter first provides a short biography of the authors of The Federalist before discussing a key theme to which Federalists and Antifederalists returned repeatedly: whether the system of government constituted by the new constitution was ‘republican’ or not. It also considers the arguments of both camps about the size and extent of this republic, its system of representation, the sources of civic corruption and virtue, whether a standing army is preferable to a citizen militia, and whether a republic requires a Bill of Rights to protect its citizens' liberties.

7. Citizenship Theory
This chapter examines theories of citizenship as an important supplement to, rather than a replacement for, theories of justice. It first considers what sorts of virtues and practices are said to be required by democratic citizenship, focusing on two different forms of civic republicanism: a classical view which emphasizes the intrinsic value of political participation, and a liberal view which emphasizes its instrumental importance. The chapter then explains how liberal states can try to promote the appropriate forms of citizenship virtues and practices. It also discusses the seedbeds of civic virtue, taking into account a variety of aspects of liberal society that can be seen as inculcating civic virtues, including the market, civic associations, and the family. It concludes with an analysis of the politics of civic republicanism.
