This chapter examines the European Union's key decisions on enlargement as well as the EU's influence on its European neighbours and on the shape of European order. It begins with an overview of the ‘concentric circles’ approach adopted by the EU — then the European Community — to put off the prospect of enlargement and instead proceed with economic and political integration, while strengthening its relations with its European neighbours. It then considers the Copenhagen European Council of June 1993, the Luxembourg and Helsinki European Councils, and the EU's big-bang enlargement. It also analyses the EU's relations with South-Eastern Europe, Turkey, and the ‘wider Europe’. Finally, it explains why the EU member states agreed to a radical reshaping of the European order through enlargement and assesses the future of the enlargement project.

14. The European Union
A Constitutional Order in the Making
This chapter examines how the European Union acquired distinctive constitution-like features. It begins with a discussion of three routes to constitutionalization: the first is through changes in the EU's primary law; the second focuses on ‘in between’ constitutionalization; and the third leads directly to the European Court of Justice and its jurisprudence. The chapter proceeds by discussing two developments that have shaped the EU constitutional order almost since the beginning: the emergence of a body of EU law constituting a set of higher-order legal rules, and the consolidation of the constitutional principle of representative democracy. It explains how the supremacy and direct effect of EU law, as well as the EU court's concern with the protection of fundamental rights, helped transform the EU into a constitutional polity. It also considers how the extension of the legislative, budgetary, and other powers of the European Parliament animated the constitutional principle.
This chapter discusses what is often regarded as the central institution, not only of domestic or national political order but also of current international or global order—the state. Alongside the state, we must also consider the idea of the nation and the ideology of nationalism—perhaps the most powerful political ideology to emerge in the modern world. There is, however, another form of international political order that has actually been far more common throughout history, and that is empire. With the rise of modernity from around the beginning of the seventeenth century, we also encounter the rise of the modern state and state system in Europe along with ideas about sovereignty, citizenship, the nation-state, and democracy. The chapter then looks at the effective globalization of the European state system through modern imperialism and colonialism and the extent to which these have been productive of contemporary global order.
This chapter examines patterns of national integration and international disintegration in the decades before World War II. It first provides an overview of integration and disintegration before World War I, along with World War I and postwar reconstruction, before discussing the challenge of the New Order envisioned by Adolf Hitler. It argues that national integration was a source of myths that formed an obstacle to the consolidation of incipient European integration. It also shows that economic integration did not lead inexorably to political unification and that visions of empire, central to the history of the major European states, challenged the supposed pre-eminence of the nation state and were bound up, in varying degrees, with some visions of integration. Finally, the chapter explains how integration, often assumed to be a peaceful process in contrast to the violent proclivities of nationalism and the nation state, has not always taken a benign form.
This chapter considers future prospects for US foreign policy on the basis of long-established patterns and other factors such as the interests and ideology of elites, the structures of political life, the country’s real or perceived national interests, and the increasingly troubled domestic scene. It first examines the ideological roots of US foreign policy before discussing some of the major contemporary challenges for US foreign policy, including relations with China, US military power, and the US political order. It then describes the basic contours of US foreign policy over the next generation with respect to the Middle East, the Far East, Russia, Europe and the transatlantic relationship, climate change, and international trade. It also presents catastrophic scenarios for American foreign policy and argues that there will no fundamental change in US global strategy whichever of the two dominant political parties is in power.

This chapter examines how the European Union is challenged by the BRICS (Brazil, Russia, India, China, and South Africa) and other emerging powers, along with its implications for the world order. It first provides an overview of the nature of the BRICS phenomenon before discussing the EU's contractual and political relations, as well as ‘strategic partnership’, with the BRICS countries and other emerging powers. It then considers the EU–BRICS relationship on the basis of three key perspectives: the EU as a subsystem of international relations, the EU as a power in international relations, and the EU as part of the wider processes of international relations. In particular, it explores the EU's capacity to generate external collective action towards the BRICS countries and other emerging powers. It also analyses EU–BRICS relations within the context of shifts in multilateralism and in the global governance architecture.
