This chapter highlights the legacy of the Cold War in the Middle East and shows how it continues to resonate, including Russia’s ‘return’ to the region via its presence in Syria. It examines traditional interpretations in the historiography of the Cold War which are linked to dominant realist paradigms in international relations and attribute great importance to external agency. It also covers the US policy which was viewed both by contemporaries and subsequent scholars as a reaction to the Soviet threat. The chapter reviews accounts released from post-Cold-War archives, which add more nuance and detail to the role played by domestic actors in shaping the conflict. It emphasizes the persuasive power of realism and the dominance of material interests and recognizes the role of local actors and forces in determining the trajectory the states of the Middle East.

However, the US national security state persisted in the post-Cold War era and after 9/11 experienced a massive expansion in what was called the global war on terrorism. The central argument that emerges from the chapter is that the model of the national security state is not only a potential threat to US democracy, but also constitutes an impediment to a US recognition in the 21st century that key security problems increasingly require multilateral solutions.

This chapter examines the effects of the Cold War upon the states of the Middle East. Although the region was not so profoundly affected as other parts of the world in terms of loss of life or major revolutionary upheaval, it is clear that the lack of democracy and many decades of distorted political development in the Middle East are in great part a legacy of the region's involvement at the interstices of Soviet and American foreign policy. After a brief discussion of early manifestations of USSR–US rivalry in Greece, Turkey, and Iran at the beginning of the Cold War, the chapter uses Iraq as a case study of the changing nature of the relations between a Middle Eastern state and both superpowers from the 1940s until the collapse of the Soviet Union.

15. The Cuban Missile Crisis

The Cuban Missile Crisis of 1962 remains the defining event of the nuclear age and the most dangerous moment in recorded history. It has become the textbook case not just for nuclear diplomacy but for statecraft in relations between nuclear-weapon states. In the ongoing confrontation with Russia’s President Putin, American leaders have reviewed what President John F. Kennedy did in this crisis for lessons and clues that can be applied to the challenge of the day. For students of international affairs, the Missile Crisis offers the best-documented crisis in history, thanks in particular to tape recordings of most of the White House meetings. This makes it possible to vicariously experience the deliberations of those who considered choices they knew could lead to nuclear war. It also allows us to reconstruct the calculations of both nations as they made choices. Three decision-making models provide lenses for students of foreign policy seeking to understand the behaviour of governments as rational, organizational, and governmental actors.

9. Security in the Middle East: Whose Security?

This chapter takes a critical look at the question of security in the Middle East by asking whose security concerns have been principally addressed in the history of the modern region. It traces the origins of the invention of the Middle East in Britain’s colonial practices. It also reviews how the politics of the Cold War impinged on local dynamics, including the ways in which women were rendered insecure by virtue of dominant statist and top-down approaches to security. The chapter considers the wider implications of non-state actor activism for the future of regional security. It discusses the collaboration between like-minded policymakers and other elites in North America, Western Europe, and the Middle East that tilted the balance against civil society in the Arab World and made the life of the average Arab citizen a terrible field of insecurity.

15. The Return to Confrontation, 1979–80
This chapter examines why the United States and the Soviet Union returned to confrontation during the period 1979–80. Despite the slow progress of the Strategic Arms Limitation Talks (SALT II), there were at least some efforts to control strategic weapons. Short-range and intermediate-range nuclear weapons, in contrast, continued to grow in number and sophistication, particularly in Europe, where NATO and Warsaw Pact forces still prepared for war against each other, despite détente. The failure to control theatre nuclear weapons led to a new twist in the European arms race at the end of the 1970s which helped to undermine recent improvements in East–West relations. The chapter first considers NATO’s ‘dual-track’ decision regarding theatre nuclear weapons, before discussing the Iranian Revolution and the Soviet intervention in Afghanistan. It concludes with an assessment of the revival of the Cold War, focusing on the so-called Carter Doctrine.

2. Two Worlds East and West, 1945–8
This chapter examines how the world was divided into two opposing blocs, East and West, during the period 1945–8. It begins with a discussion of the Marshall Plan, focusing on its implementation and its Cold War consequences, and the Western economic system. It then considers the Soviet Union’s takeover of Eastern and Central Europe, with emphasis on the split between Soviet leader Joseph Stalin and Marshal Tito of Yugoslavia. It also looks at the struggle for influence in East Asia and concludes with an assessment of the division of Germany. The chapter suggests that the Berlin crisis was in many ways a symbolic crisis in a city which came to epitomize Cold War tensions until 1989; the crisis has also been regarded as an important cause of the militarization of the Cold War and the formation of NATO.

19. The Decline of the Cold War, 1985–9
This chapter examines the decline of the Cold War during the period 1985–9. It begins with a discussion of Soviet leader Mikhail Gorbachev’s ‘new diplomacy’, a more flexible, less ideological foreign policy based on his belief that ‘a less confrontational stance towards the outside world would provide greater security than endless rearming’. It then considers Gorbachev’s reforms, the Intermediate Nuclear Forces Treaty signed in December 1987 by Gorbachev and Ronald Reagan, and US–Soviet relations under George H. W. Bush and Gorbachev. It also analyses the end of the Cold War in less developed countries such as Afghanistan, Angola, and Cambodia, before concluding with an assessment of the demise of Soviet communism in Eastern Europe.

This chapter focuses on the so-called ‘second’ Cold War spanning the years 1981–5. Ronald Reagan came to power on the back of a general rightwards shift in the political mood. He concentrated on a presentational role in government and pursued a simple foreign policy. He dismissed détente as a communist trick, was initially determined to resist the spread of the Soviet Union’s influence wherever it threatened and, going beyond that, wanted to carry the new Cold War into the Soviet camp. The chapter first considers US–Soviet relations during the new Cold War, paying attention to ‘Reaganomics’, before discussing the crisis in Poland in 1980–2. It then explores the issue of nuclear weapons control and the ‘Year of the Missile’ and concludes with an assessment of the war in Afghanistan up to 1985.

11. Other Regional Conflicts
This chapter examines conflicts in Latin America, South-East Asia, South Asia, and the Middle East during the Cold War in which the United States and the Soviet Union were involved. Lyndon B. Johnson’s decision to escalate the war in Vietnam may have been encouraged in the spring of 1965 by events in the Caribbean, where armed intervention by US Marines put a quick end to a supposed communist menace in the Dominican Republic. Arguably, this action reflected a change of priorities from the Eisenhower and Kennedy presidencies, when there were hopes of the US stimulating Latin American economic development. The chapter first considers US intervention in the Dominican Republic before discussing the Malaysia–Indonesia ‘confrontation’ of 1963–1966, the Indo–Pakistan wars of 1965 and 1971, and the Six Day War in 1967 between Arabs and Israelis.

6. Maintaining the Spheres of Influence
This chapter examines how the United States and the Soviet Union tried to maintain their respective spheres of influence during the Cold War, especially in three regions: Eastern Europe, Western Europe, and Latin America. The death of Joseph Stalin and the assumption of power by the triumvirate of Lavrenti Beria, Nikita Khrushchev, and Georgi Malenkov resulted in a fresh approach to domestic issues and to the nature of Soviet control over its European satellites. 25. US decline or primacy? A debate

This chapter presents two opposing views on the question of whether US power is in decline, and if so, what would be the best grand strategy that the United States need to pursue. According to Christopher Layne, the United States is now in inexorable decline and that this process of decline has been hastened by the pursuit of global primacy in the post-Cold War era. He also contends that primacy engenders balancing by other great powers as well as eroding America’s ‘soft power’ global consensual leadership. On the other hand, William Wohlforth and Steven Brooks insist that the United States remains the sole superpower in the world and that it faces comparatively weak systemic constraints on the global exercise of its power. The chapter considers issues of unipolarity and multipolarity, along with the implications of China’s rise as a great power status for US foreign policy and hegemony.

This chapter examines how US foreign policy on environmental issues has evolved over a period of nearly five decades, from Richard Nixon to Barack Obama. It first considers the United States’ environmental multilateralism as well as environmental initiatives under Nixon, Jimmy Carter, Ronald Reagan, George H. W. Bush, Bill Clinton, George W. Bush, Obama, and Donald Trump before discussing key trends and puzzles in US foreign environmental policy. It shows the United States as an environmental leader during the Cold War, but an environmental laggard in the post–Cold War period, with the Obama administration’s re-engagement in climate diplomacy as a significant exception. The chapter also explains how the larger trend of waning environmental leadership from the United States has occurred at the same time as international environmental problems, especially climate change, have increasingly moved from the periphery towards the centre of world politics.

5. From the End of the War to the Schuman Plan (the Late 1940s to the Early 1950s)
This chapter charts the long history of plans for European unity, from the end of the Second World War to the Hague Congress, the Cold War, the Schuman Plan, and the Treaty of Paris. It also considers European federalism and the practical reasons why some moves to European unity found favour with the new governments of the post-war period: the threat of communism and the emergence of the Cold War; the so-called German Problem; and the need to ensure adequate supplies of coal for the post-war economic reconstruction. As a solution to these intersecting problems, Jean Monnet, came up with a proposal that paved the way for the establishment of the European Coal and Steel Community. The chapter examines Monnet’s proposal, national reactions to it, and the negotiations that led to the creation of the first of the European communities.
