This chapter examines the United States’ relations with China and other countries in Asia. It considers how a region wracked by insurgencies and wars for almost forty years was transformed from being one of the most disturbed and contested in the second half of the twentieth century, into becoming one of the more stable and prosperous by century’s end. The chapter begins with a discussion of the United States’ relations with Japan and then with China and Korea. It shows that at the end of the Cold War in Europe, hostility continued in the Korean peninsula, and that North Korea has consciously used nuclear weapons as a bargaining chip in order to ensure the survival of the regime. The chapter concludes by assessing the outlook for the Asia-Pacific region and future prospects for American hegemony in East Asia.

This chapter examines conflicts in Latin America, South-East Asia, South Asia, and the Middle East during the Cold War in which the United States and the Soviet Union were involved. Lyndon B. Johnson’s decision to escalate the war in Vietnam may have been encouraged in the spring of 1965 by events in the Caribbean, where armed intervention by US Marines put a quick end to a supposed communist menace in the Dominican Republic. Arguably, this action reflected a change of priorities from the Eisenhower and Kennedy presidencies, when there were hopes of the US stimulating Latin American economic development. The chapter first considers US intervention in the Dominican Republic before discussing the Malaysia–Indonesia ‘confrontation’ of 1963–1966, the Indo–Pakistan wars of 1965 and 1971, and the Six Day War in 1967 between Arabs and Israelis.

This chapter focuses on stability and instability in less developed countries in the post-Cold War period. One of the signs, alongside the end of the Cold War, that old enmities were breaking down and that a more liberal-democratic world order might be emerging, was the end of apartheid in South Africa. This development followed a long period in which White supremacy had been in decline in southern Africa, leaving the home of apartheid exposed to strong external pressures. After discussing the end of apartheid in Southern Africa, the chapter considers developments in Central Africa, in particular Rwanda and Zaire, as well as the Middle East and East Asia. It concludes with an assessment of the rise of the Association of South-East Asian Nations (ASEAN) in 1967–89, the emergence of the ‘tiger’ economies in the 1990s, and the post-1997 economic crisis.

This chapter examines the shift in global balance that began in the post-2007 economic crisis. For a considerable time before the 2008 crisis, the United States and most European states had been living on high levels of debt both national and individual, public and private. Manufacturing in the developed West, and its provision of secure jobs for many workers, was undermined by the new economic environment of globalization, as well as the growth of cheaper manufacturing in China and the other BRIC countries. A new epoch of financial capitalism, which had emerged since the 1980s, was in full swing by the start of the Noughties. The chapter first considers the post-2007 economic crisis, before discussing the continuing rise of China and Russian foreign policy under Vladimir Putin. It concludes with an assessment of international reactions to China’s rise, including those of East Asia, international organizations, and Taiwan.

This chapter examines decolonization and the changes that took place within the European empires during the early years of the Cold War. Decolonization constituted a crucial element of the new international order after the Second World War and formed part of the broader shift in the global balance of power. The war marked the end of the European-dominated system of nation states and was followed by the decline of the major European powers, with international dominance lying for a quarter of a century with the United States, challenged only by the Soviet Union. The chapter considers the challenges to colonial rule that were evident in both Africa and Asia during the inter-war years. It also discusses the imperialism and the struggles against it that have formed part of a post-war landscape in the Middle East.

This chapter examines the processes of democratization in East Asia over the past two decades. It first provides a historical background on transitions to democracy in the region before assessing the extent to which third-wave democracies have consolidated by appraising the quality of their performances. Analyses of Freedom House and the World Bank data show that the East Asian region has been slow in responding to the surging wave of global democratization in terms of not only transforming authoritarian regimes into electoral democracies, but also consolidating electoral democracies into well-functioning liberal democracies. The Asian Barometer surveys, on the other hand, reveal that the mass citizenries of China and Singapore endorse their current regime as a well-functioning democracy, and are not much in favour of democratic regime change in their country. The chapter concludes with a discussion of prospects for democratic regime change in China and Singapore.

This chapter focuses on the great wave of democracy that had touched every continent. In the early 1970s, Western Europe was home to several non-democratic countries, most of Latin America was under military or other forms of authoritarian rule, the eastern half of Europe was ruled by communist parties, much of Asia was undemocratic, and in Africa colonial rule was largely being succeeded by authoritarian regimes. By the early twenty-first century, things had changed considerably, albeit to different degrees in different places. The chapter looks at regions of the world that underwent significant change in democracy between 1972 and 2004, including Mediterranean Europe, Latin America, Soviet/Communist Bloc, Asia, and Africa. It considers what was distinctive about each region’s democratization and what they had in common. It concludes with an overview of challenges faced by democracy in the early twenty-first century.

This book has so far shown that the European Union (EU) has consistently sought to exercise structural power to influence the developments of third parties and the arrangements of regional and global governance to its preferences, and the (in)effectiveness of its foreign policy is inextricably associated with the internal character of the EU. It describes how Zhang tried to build a new politics based on a new universality that does not extinguish particularity. Buddhism influenced most of Zhang’s anti-Manchu propaganda and political theory. The chapter then explains how the ideas of Zhang’s Buddhist political theory are picked up by the post-war Japanese intellectual Takeuchi Yoshimi. It explores the goal of pan-Asianism to negate the West and take Western values to a higher level. Takeuchi and Zhang tried to create a new universality by confronting the West through an anti-imperialist nationalist struggle.

This chapter examines the negotiations pursued by the United States and the Soviet Union in the early 1970s. The most dramatic change in international diplomacy in the early 1970s was the rapprochement between Beijing and Washington. After two decades of enmity, it was announced on 15 July 1971 that Richard Nixon was to visit China. The ‘Opening to China’ was in accord with the Nixon–Kissinger hope of maintaining a favourable position vis-à-vis the Soviets despite America’s problems in Vietnam. The chapter first considers the so-called ‘triangular diplomacy’ involving the US, USSR, and China as well as the East Asian balance, before discussing the Moscow Summit and Strategic Arms Limitation Talks (SALT I). It concludes with an assessment of the Nixon administration’s Vietnam settlement in 1972–3 via the Paris peace accords.

This chapter examines how the world was divided into two opposing blocs, East and West, during the period 1945–8. It begins with a discussion of the Marshall Plan, focusing on its implementation and its Cold War consequences, and the Western economic system. It then considers the Soviet Union’s takeover of Eastern and Central Europe, with emphasis on the split between Soviet leader Joseph Stalin and Marshal Tito of Yugoslavia. It also looks at the struggle for influence in East Asia and concludes with an assessment of the division of Germany. The chapter suggests that the Berlin crisis was in many ways a symbolic crisis in a city which came to epitomize Cold War tensions until 1989; the crisis has also been regarded as an important cause of the militarization of the Cold War and the formation of NATO.

This chapter examines US foreign policy in the Asia-Pacific region. It first considers America’s rise as an major power and the introduction of the Open Door policy that became a major component of US policy during the period 1899–1941. It then shows how, with the conclusion of World War II, the United States achieved maritime hegemony in the Asia-Pacific and the historic policy of Open Door was rendered irrelevant by American preponderance.
