Public diplomacy—simply described as diplomatic engagement with people—continues to evolve to fit and reflect the needs of twenty-first century statecraft. Most nations—large or small, liberal or authoritarian—understand that image, narrative and reputation underpin influence in today’s globalized world. Governments realize that to generate and exert this power they must inform, influence, and mobilize public opinion. This means engaging public audiences—including civil society representatives, opinion leaders, journalists, scholars, students, and ordinary citizens—both at home and abroad and increasingly through digital means, in the conduct of foreign policy.

This chapter examines public diplomacy as a foreign policy instrument for the contemporary world. Public diplomacy has enjoyed a revival over the past decade, beginning with the aftermath of the terrorist attacks of 11 September 2001. Within a few years public diplomacy had become the hottest topic on the diplomacy studies agenda, giving rise to robust new debate about the role and relevance of publics and public opinion in the conduct of foreign policy. The chapter first traces the origins and modern evolution of public diplomacy before discussing its theoretical foundations, with particular emphasis on its soft power underpinnings and constructivist tendencies. It also explores key approaches and instruments to illustrate the broad diversity of a project of public diplomacy. Finally, it assesses the role of new media technologies in extending the reach of public diplomacy and drawing foreign policy more than ever into the public domain.

This chapter explores diplomacy and the conduct of foreign policy, which are fundamental to relations between political communities and have been practised for thousands of years. In the contemporary period, diplomatic and foreign policy practices usually involve fully professionalized state bureaucracies. But alongside formal state diplomacy, other important actors contribute as well, from Non-Government Organizations (NGOs) to special envoys or third-party mediators tasked with specific missions. There are also special forms of diplomacy such as ‘summit diplomacy’ and ‘public diplomacy’, both of which have assumed increasing importance in contemporary practice. Foreign policy behaviour itself is a closely related but distinctive field of study focusing on the strategies that states adopt in their relations with each other and which reflect, in turn, the pressures that governments face in either the domestic or external sphere. The chapter then considers the foreign and security policy of the EU which now has a role and an identity as an international actor in its own right. Finally, it presents a brief account of Wikileaks, which illustrates another very different kind of actor in the field.

This chapter examines US foreign policy as ‘smart power’, a combnation of hard and soft power, in the twenty-first century. The beginning of the twenty-first century saw George W. Bush place a strong emphasis on hard power, as exemplifed by the invasion and occupation of Iraq. This was evident after 9/11. While the war in Iraq showcased America’s hard military power that removed a tyrant, it failed to resolve US vulnerability to terrorism; on the contrary, it may have increased it. The chapter first considers the Obama administration’s reference to its foreign policy as ‘smart power’ before discussing Donald Trump’s ‘America First’ policy, the role of power in a global information age, soft power in US foreign policy, and how public diplomacy has been incorporated into US foreign policy.

This chapter examines the influence of media and public opinion on U.S. foreign policy and vice versa. It considers the extent to which the media and public have been manipulated by the government, and the extent to which public opinion and media have shaped foreign policy during tumultuous times such as the terrorist attacks of 11 September 2001. It also explores the consequences of public opinion and media for U.S. power in the twenty-first century. The chapter describes pluralist and elite models of the public opinion/ media/foreign policy nexus, long with public and media diplomacy. This chapter examines Barack Obama’s foreign policy agenda. The Obama administration referred to its foreign policy as ‘smart power’, which combines soft and hard power resources in different contexts. In sending additional troops to Afghanistan, his use of military force in support of a no-fly zone in Libya, and his use of sanctions against Iran, Obama showed that he was not afraid to use the hard components of smart power. The chapter first considers power in a global information age before discussing soft power in U.S. foreign policy. It then explains how public diplomacy came to be incorporated into American foreign policy and concludes by highlighting problems in wielding soft power.
