This chapter summarizes the volume's major findings and revisits the three perspectives on the European Union: as a system of international relations, as a participant in wider international processes, and as a power in the world. It also considers the usefulness of the three main theoretical approaches in international relations as applied to the EU's external relations: realism, liberalism, and constructivism. Furthermore, it emphasizes three things which it is clear the EU is not, in terms of its international role: it is not a straightforward ‘pole’ in a multipolar system; it is not merely a subordinate subsystem of Western capitalism, and/or a province of an American world empire, as claimed by both the anti-globalization movement and the jihadists; it is not a channel by which political agency is surrendering to the forces of functionalism and globalization. This chapter summarizes major common findings of the volume. It also stressing the different approaches and specialist areas covered by the chapters. It looks at the European Union’s (EU’s) substantive impact (or lack of it) on world politics, which has grown steadily in broad terms albeit with obvious gaps and setbacks. The three lenses introduced in Part 1, whereby the EU is analysed as a system of international relations, as a participant in wider international processes, and finally as a power, are then revisited to make possible the overall conclusions. The first conclusion is that while the EU has its distinctive attributes it is now largely integrated into the academic subject of International Relations, rather than being confined to European Studies. The second concluding thought is that the EU has significant powers as well as a wide-ranging presence in the international system, even if it may not yet be termed a ‘power’ The next conclusion is that the accelerating processes of change underway in the international arena continue to pose new challenges both for the EU and for analysis. The final conclusion is that the series of challenges which the EU has faced since the financial crisis of 2008 have produced some proactive responses but have also exposed its weaknesses as a collective actor on the world stage. The latest of the challenges, the war in Ukraine, has provoked the EU into an unusually rapid, forceful and united response. Only time will tell if that can be maintained.

21. Agriculture
This chapter examines the European Union’s (EU’s) policy on agriculture. The importance that the EU has given to the agricultural sector can be attributed in large part to food shortages at the end of the Second World War. Governments agreed that it was important to ensure adequate supplies of food at reasonable prices. To achieve this, it was necessary to provide an adequate income to farmers, while taking measures to increase their productivity. The Common Agricultural Policy (CAP) was the first redistributive policy of the European Community, and for many years the only one. The chapter reviews the history of the CAP and explains the main drivers for reform, which include costs, EU enlargement, environmental pressures, and the growing powers of the European Parliament. Another key driver for change has stemmed from external pressure from world trade talks. The chapter concludes by reviewing the prospects for the next iteration of the CAP from 2021–27.

This chapter looks at Justice and Home Affairs (JHA), and its subsequent transformation into the Area of Freedom, Security, and Justice (AFSJ). The AFSJ comprises the policy areas immigration and asylum, and police and judicial cooperation. This chapter focuses on the early years of cooperation in this policy area, providing an introduction to the Schengen Agreement before reviewing the procedural steps taken by the Maastricht Treaty (1993), at Amsterdam (1999), and institutional developments culminating in the Lisbon Treaty. The chapter also concentrates on policy output, looking beyond Maastricht, Amsterdam, and Lisbon, at the Tampere European Council meeting, the Hague Programme, and the Stockholm Programme. The chapter argues that, although some progress has already been made toward Europeanizing AFSJ policy, this field continues to be laced with intergovernmentalism and numerous challenges remain to be resolved, especially in light of broader challenges facing the Union.

The Withdrawal Agreement (WA) negotiations under Article 50 are discussed by focusing on process, actors, and outcomes. This chapter examines the European Union’s budgetary procedures with an eye towards elucidating the characteristics of budgetary politics and policy-making. Where EU money comes from, how it is spent, and the processes by which it is distributed are the subjects of intense political bargaining. Budgets matter politically, because money represents the commitment of resources to the provision of public goods and involves political choices across sectors and regions. The chapter first provides a thumbnail sketch of the EU budget before looking at the major players involved in the budgetary process. It then considers budgetary politics over time, focusing on two phases, one dominated by budgetary battles and the other by ordered budgetary decision-making, and shedding light on the EU’s large-scale budgetary response to the Covid-19 pandemic which marks an important step within the evolution of the EU budget. Finally, the chapter also provides an assessment of how the EU manages a larger budget.

The third part presents the impact of EU membership on Bulgarian political institutions and governance. Finally, a brief comparison is offered with the Romanian experience of Europeanization. The underlying argument is that the process of Europeanization has been a slow one.

3. Carrying the EU Forward: The Era of Lisbon

This chapter explores how the EU ended a long period of constitutional change by agreeing the Treaty of Lisbon and used it to face new challenges of financial crisis, Brexit, and Covid-19—the latter events leading to thoughts that further treaty change might be needed. The process started with the 2002–03 Convention on the Future of Europe leadin to the Constitutional Treaty of 2004 and in October 2007 produced the Treaty of Lisbon which eventually entered into force on 1 December 2009. Its implementation was complicated by the eurozone crisis, resulting in extra-treaty arrangements and another treaty amendment. Although the official appetite for treaty reform all but evaporated in the 2010s, the UK’s June 2016 vote to quit the EU raised the hopes for further changes. The end of the 2010s and into the 2020s saw Brexit being negotiated within the terms of the Treaty of European Union the EU’s treaty agreeing measures to deal with the Covid-19 pandemic. Calls for treaty revision continued but active steps to re-negotiate the consolidated treaties have not yet begun.

This chapter examines how policy towards the European Economic Community (EEC) fitted in with French leader Charles de Gaulle's broader European and international objectives and how the international constraints on his certain vision of France gave rise to his evolving, uncertain idea of Europe. Having denounced the Treaty of Rome before coming to power in 1958, de Gaulle ensured the EEC's survival by undertaking financial reforms in France and warding off Britain's effort to negotiate a wider free trade area. He linked these initiatives to implementation of the common agricultural policy (CAP). The chapter also considers de Gaulle's proposal for an independent and intergovernmental European Union and his role in the so-called Empty Chair Crisis of 1965–6. Finally, it discusses the impact of de Gaulle on the course of European integration.

European Union cohesion policy accounts for a major share of the EU budget and aims to reduce economic, social, and territorial disparities through investment programmes and projects aligned with EU strategic objectives and implemented under a unique model of multi-level governance. This chapter reviews the evolution of cohesion policy over successive reform phases, how the policy is implemented, and the evidence for its effectiveness. It also discusses the different policy modes encompassed in the policy, and it reviews recent political developments relating to politicization, Brexit, the sectoralization of EU spending, and the implications of the Covid-19 pandemic. The chapter concludes that the resourcing, priorities, and governance of cohesion policy for 2021–27 represent a new turning point in the prospects for the policy, following the strategic turns of 2006 and 2013 (Bachtler et al. 2013). While the budget for cohesion policy remains substantial, the policy’s importance is diminishing as a result of greater centralization of political decision-making within the Commission, a fragmentation of the political constituencies for cohesion policy, and the dominance of non-spatial EU policy priorities with centralized delivery mechanisms.

The Committee of Permanent Representatives (Coreper) originated as a diplomatic forum to meet regularly and prepare meetings of the Council of Ministers. It quickly and quietly evolved into a locus of continuous negotiation and de facto decision-making, gaining a reputation as ‘the place to do the deal’. This reputation is based on insulation from domestic audiences and an unrivalled ability to make deals stick across a range of issue areas and policy subjects. Most importantly, Coreper spotlights the process of integrating interests in a collective decision-making system with its own organizational culture, norms, and style of discourse. In actual operation, the Committee has much to offer institutional theorizing, as multiple ‘logics’ of action are discernible and often complexly entwined.

8. The Common Agricultural Policy

This chapter examines the processes that make up the European Union’s common agricultural policy (CAP), with particular emphasis on how the Community method functions in agriculture and how it upheld for decades the walls of fortress CAP. Today’s CAP bears little resemblance to the system of the 1960s, except for comparatively high tariff protection. The controversial device of price support has largely been replaced by direct payments to producers. The chapter first provides an overview of the origins of CAP before discussing two variants of the Community method in agriculture: hegemonic intergovernmentalism and competitive intergovernmentalism. It argues that the challenge for CAP regulators today is not to prevent a hypothetical comeback to the price-support system or generalized market intervention, but to prevent the fragmentation of the single market through a muddled implementation of greening and the consolidation of uneven regimes of support among member states.

This chapter examines one of the first European policies, the Common Agricultural Policy (CAP). It does so by focusing on the policy’s objectives, instruments, actors, and debates. It looks at the way in which the CAP has evolved since the 1960s, and attempts to explain this evolution by asking and answering a number of important questions: why has the CAP been so problematic for European policy-makers? Why has it proven so resistant to change? Given the constraints identified, how has reform come about? This chapter also looks at some of the challenges facing agricultural policy, as new debates emerge among citizens on the place and the functions performed by agriculture. The chapter grants particular attention to the way the CAP tackles issues such as rural development, relations between agriculture, food and the environment, transparency, and social equity.

25. Common Foreign and Security Policy
This chapter examines the European Union’s (EU’s) Common Foreign and Security Policy (CFSP). It tells the story of increasing co-operation between member states on foreign policy matters, first with European Political Co-operation (EPC) and, since the 1990s, with CFSP and a Common Security and Defence Policy (CSDP). The chapter highlights the internal dynamics and external events that drove the member states towards such co-operation and considers the most recent example of such efforts: the 2017 attempt to create a system of permanent structured co-operation (PESCO). However, it is noted that the EU remains far from having a truly supranational foreign policy and there remains a reluctance from member states to push much further integration, given states’ keen desire to remain sovereign in this area. Finally, the chapter considers the EU’s status as a ‘power’ in international relations, noting that it has diminished in important respects since 2003, but remains an important economic power.

This chapter examines the European Union’s competition policy. It shows that the EU’s legal powers in general competition policy—over restrictive practices, abuse of a dominant position, mergers, state aid, and state monopolies—are very extensive and highly supranational with few direct controls for national governments. The chapter then studies two views of the application of these powers—that they have been used in a more ‘neo-liberal’ manner in recent decades or that they continue to provide scope for industrial policies of supporting European champion firms. It underlines that the Commission has been an active and central player in policy-making, together with the European Court. But all actors operate in a wider context of large powerful firms as well as experts and practitioners in competition policy. The chapter concludes by analysing how the economic crisis after 2008 has reignited debates about altering the criteria for policy to give more place to aims other than protecting competition, to offer more space to national policy-makers, and to provide greater scrutiny and accountability for the Commission, as well as greater action to deal with the new ‘digital tech giants’, but that these encounter significant obstacles.

This chapter focuses on the current state of the EU and the prospects for Europeanization. Resistance to Europeanization exists, yet the EU still exercises continued attraction to states on its periphery that are waiting for the opportunity of EU membership. In reviewing the academic debate on forms of resistance to Europeanization we first explore the literature on EU disintegration, before turning to concrete examples of member state resistance. Prompted by Brexit, as a concrete manifestation of such resistance, we then assess the difficulty for a member state to leave the EU and its sphere of influence completely. Finally, we turn to the state of play with enlargement, also highlighting the impact of Europeanization upon European states outside the EU.

The EU is extraordinary, complex and—in important respects—unique. This concluding chapter revisits three key themes that can help structure understanding of the EU: experimentation and change; power sharing and consensus; and scope and capacity. It also returns to the question: how can we best explain the EU and how it works? Finally, the chapter confronts the question: ‘Where do we go from here’? Does knowing how the EU works give clues about how it might work in the future? In light of the COVID-19 pandemic will the EU develop in a more intergovernmental or federal manner? Or will the sort of flexible pragmatism that has helped the EU survive to this point characterize the future?
