This chapter examines how actors and structures make foreign policy an extremely complicated field of study and how, in view of this complexity, these actors and structures have been treated in the literature on foreign policy analysis. It first provides a historical background on the field of foreign policy before discussing the role of actors and structures in ‘process’ and ‘policy’ approaches to foreign policy. In particular, it describes approaches to foreign policy based on a structural perspective, namely: realism, neoliberal institutionalism, and social constructivism. It then considers evaluates approaches from an actor-based perspective: cognitive and psychological approaches, bureaucratic politics approach, new liberalism, and interpretative actor perspective. The chapter also looks at the agency–structure problem and asks whether an integrated framework is feasible before concluding with a recommendation of how to resolve the former in terms of a constructive answer to the latter.

This chapter presents an interpretation of the past and present of security studies with an emphasis on the changing periods of theory production and practical problem solving. The field started out as a distinct US specialty much shaped by the new conditions of the 1940s set by nuclear weapons and a long-term mobilization against the Soviet Union, two factors that created a need for a new kind of civilian expert in defence and strategy. From an American, think-tank-based, interdisciplinary field, security studies became institutionalized as a part of one discipline, International Relations (IR), increasingly international and with theory anchored in the universities. Since the 1990s, the field has been in a new period of high theory productivity, but largely in two separate clusters with the USA and Europe as centres of each. This analysis is used as a basis for raising some central questions and predictions about the future of the field.

Internationally, the ‘long 1990s’ were characterized by intense democratic possibility. Yet they were also years of atavistic negativity and irrationality, as seen in Rwanda and Bosnia. Two questions arise: First, how should the United States respond to a world which was apparently both rapidly integrating and rapidly disintegrating? Second, was it inevitable, desirable, or even possible that the US should provide global leadership? Before discussing various approaches to these questions, the chapter considers the wider international environment of apparent unipolarity and globalization. It also analyzes the development of American foreign policy under presidents George H. W. It first provides an overview of post-Cold War American internationalism before discussing the so-called ‘Kennan sweepstakes’: a conscious effort to find a post-Soviet statement of purpose to rival George Kennan’s early Cold War concept of ‘containment’ of communism. It then considers U.S. foreign policy making in the new order and in the post-Cold War era. Both the Bush and Clinton administrations wrestled with the problem of deciding on a clear, publicly defensible, strategy for U.S. foreign policy in the new era. Clinton’s first term was dominated by free trade agendas and by efforts to operationalize the policy of ‘selective engagement’, while his second term involved a noticeable turn towards unilateralism and remilitarization. The New World Order was Bush’s main contribution to thinking beyond the Cold War.

The first two decades of the Arab–Israeli conflict, often marked by armed hostilities, were notable for Arab refusal to recognize Israel's existence. Since the 1967 war, Arab states, specifically Syria and Saudi Arabia, have displayed willingness to recognize Israel, and two, Egypt and Jordan, have signed peace treaties; Yasser Arafat recognized Israel's right to exist in the 1993 Oslo agreement. In this regard, most Arab states have adopted a realist approach to the Arab–Israeli conflict, seeking coexistence based in part on acceptance of Israel's military supremacy. In contrast, Israel appears to insist on security through regional domination, coupled with retention of the West Bank as Greater Israel.

7. Authoritarian Instability and Breakdown
This chapter details the factors that increase the prospects of authoritarian regime failure. In-depth accounts of the downfall of specific authoritarian regimes show that it is most often a confluence of risk factors that bring down regimes. It is important to underscore that problems in dictatorships may persist for years without leading to breakdown. Authoritarian regimes can and often do persist in the face of elite divisions and defections, poor socio-economic conditions, corruption, and demographic challenges such as youth bulges. Such long-term factors increase a regime's risk of collapse by reducing a government's resilience to other short-term factors that often initiate its downfall. These short-term ‘triggering events’ include economic crises, fraudulent elections, and natural disasters. The chapter then considers how external forces—such as foreign aid, sanctions, and diffusion—can cause authoritarian breakdown.

8. Autocratic Transitions
This chapter focuses on the pathways through which authoritarian regimes break down. Authoritarian regime exits fall into two general categories. Authoritarian regimes break down as a result of top-down processes initiated by regime insiders, such as military coups and elections. Authoritarian regimes also break down as a result of bottom-up pathways, including protests or insurgencies. The chapter then shows how the mode of regime failure influences a country's subsequent political trajectory. Some modes of exit like coups rarely lead to democratization, while other pathways, like peaceful protest, are more likely to usher in democracy. The chapter also discusses a different type of political transition: the departure of the regime's leader. It traces the pathways of authoritarian leader failure and explains how authoritarian leader exits influence the chance that the regime falls with the leader.
